Post-war Latin American economies have failed to close the development gap with advanced industrial countries despite more than six decades of attempted reform and undoubted economic and social progress. Two decades into the twenty-first century, there is little sign of this situation changing for the better. Compared with other emerging regions, notably East Asia, Latin America has underperformed in income, productivity, and innovation terms. All of this suggests that the time is right for a thorough assessment of why Latin America's recent pursuit of economic development has proven so elusive. This publication sets out and analyses the main foreign direct investment (FDI) trends in the countries of Latin America and the Caribbean. In 2017, certain trends that had already emerged in the global economic landscape became more established. In particular, announcements of potential restrictions on trade and pressures to relocate production to developed countries were confirmed. At the same time, China has taken steps to restrict outflows of foreign direct investment (FDI) in order to align these flows with its strategic plan. Adding to these factors is the expansion of digital technologies, whose international expansion requires smaller investments in tangible assets. Firms in these areas are heavily concentrated in the United States and China, which reduces the need for cross-border mergers and acquisitions.

Does enterprise participation in global markets ensure sustainable income growth? Policies have often been designed in the belief that this is true, but competitiveness and participation in international markets may take very different forms, and developing countries do not always benefit. This book presents a series of rich and original field studies from Latin America, conducted by the authors with the same consistent methodological approach, and represents a theory-generating exercise within clusters and economic development literature. The main question addressed is how Latin American small and medium-sized enterprises (SMEs) may participate in global markets in ways that provide for sustainable income growth, the “high road” to competitiveness. In contrast, the “low road” is often typically followed by small firms from developing countries, which often compete by squeezing wages and revenues rather than by increasing productivity, salaries, and profits.
