It is a privilege to introduce the reader to this book, as I believe that it will make a signi?cant contribution to, given the dif?culties in the knowledge of the Indian Ocean, developing cooperation in the Indian Ocean region. There have been numerous failed efforts at regional cooperation in different fora in the Indian Ocean. As a result of the land-based orientation of the people in the region, the importance for countries to develop the power to govern the sea has largely been ignored. The maritime approach taken by Manoj Gupta to the Indian Ocean as a region in international relations offers a timely and critical assessment of the potential for regional cooperation and ocean governance. The political leadership in the region can no longer ignore the need for coop- ation in maritime affairs in the Indian Ocean. This book enriches the literature on Indian Ocean issues as it argues convincingly that the security of nations, economic well-being of the people and health of the Indian Ocean cannot be divested from one another. All are fundamentally dependant on the ability of the countries in the region to individually and collectively exert the power to govern the sea.

The Indian Ocean is of tremendous geo-political and strategic relevance. More than eighty per cent of global seaborne trade in oil passes through the Ocean. Access to resources is under-regulated (fishing) or has yet to be conceived (deep sea bed mining) and security concerns such as piracy and the stability of strategically located states, are propelling countries to rethink naval capabilities and priorities. This applies to littoral countries as well as to extra-regional powers such as China, Japan, European countries and the United States, each of which is keenly interested in maintaining and securing open sea-lanes of communication. The revival in maritime concern is prompting new dynamics of competition and cooperation in a region that has historically been characterised by dense cultural, economic and political networks. The Indian Ocean is an extensive and expansive space where no one power has been able to hold sway. Hence, multilateralism and open regionalism are key contributors to stability, both in terms of military as well as commercial coordination. In this issue, scholars from Asia, Europe and the US examine institutions and examples of maritime governance within the Indian Ocean including security arrangements, evolving forms of alliance building and counter-balancing, policy planning and forecasting. This book was published as a special issue of the Journal of the Indian Ocean Region.

Pan-regional constructions in the Indian Ocean are of relatively recent origin, are contested and remain relatively weak at present. Sub-regional constructions, on the other hand, have tended to be more focussed, especially in terms of security, and have generally been more successful. The principal purpose of this volume is to critically evaluate the debates surrounding these issues and to elucidate some of the main strengths and weaknesses of regionalism at both scales. The discussion begins at the pan-regional scale with an evaluation of pan-regional contestation, followed up by a chapter on the main pan-regional grouping – Indian Ocean Region-Association for Regional Cooperation (IOR-ARC) – which was renamed Indian Ocean Rim Association (IORA) in 2013. Thereafter, key examples of sub-regional groupings – South Asia, ASEAN, SADC and GCC – are critically discussed in turn. The principal readership for this volume will be: scholars of geography, politics and international relations; students of Indian Ocean studies; regionalism experts; bureaucrats and politicians both within and outside the Indian Ocean Region who wish to gain insights into Indian Ocean matters; scholars who appreciate a view of regional relations ‘from the inside’. This book was published as a special issue of the Journal of the Indian Ocean Region.

First published in 2004, this book is the inaugural volume of the Indian Ocean Research Group (IORG) and is based on a selection of papers presented at the IORG launch in Chandigarh in November 2002. The volume emphasizes the complexity and historical and contemporary geopolitical significance of the Indian Ocean Region (IOR). It also propagates the necessity for increased intra-regional cooperation, especially in terms of economic and environmental security, maritime boundaries, sea lane security and ocean management, in the spirit of open regionalism, in order to ensure a more secure IOR. In addition, the volume initiates an agenda for future social science policy-orientated research. The book should be of particular interest to policy-makers, business people and academics, as well as citizens of the IOR.

This book highlights various cutting-edge topics and approaches to cooperation and regional integration in South Asia. Contributions from both South Asian and EU scholars carry the distinctive flavour of differing perspectives, in order to identify possible driving factors for regional cooperation. The book is divided into four parts: Peace and Stability focuses on how to combat terrorism and ideologies of hate, looks at governance in the context of cultural diversity, and examines the role of education in achieving traditional and human security; Economic Cooperation deals with potential EU-India trade relations as well as the issue of how to transform the South Asian Association for Regional Cooperation (SAARC) into an effective and coherent economic space; Efficient Use of Resources analyses how the region can achieve more development; EU-South Asia relations elaborates on potential areas of cooperation between the two regions.

There is a growing dialogue between India and Southeast Asia. From a marginal relationship during the Cold War days to the participation of India at the East Asia summit in December 2005 has been a long journey. In the context of the geopolitical situation in the Asia-Pacific in the post-September 11 period, the security dimension between India and Southeast Asia cannot be overemphasized. With the continued U.S. preponderance in the region and China's phenomenal rise, the countries of Southeast Asia and India have an opportunity to evolve a co-operative relationship not only with one another, but also with the major powers of the region. This book examines the areas of comprehensive security and the growing understanding between India and Southeast Asia where there is less divergence and greater convergence. The author argues that India-Southeast Asia security convergence is not and should not be aimed at any particular country. On an optimistic note he concludes that such convergence will contribute to creating harmony among the major powers of Asia to make the twenty-first century the "Asian century."

This book provides a synoptic view of the Indian Ocean and maritime security in its contested waters. The volume highlights the competition between major Asian powers to control the Indian Ocean periphery; shows that cooperation amongst the major regional powers could abate the threat of the potential of conflict becoming global and inviting external intervention; and discusses India’s Look East policy and the deepening relation between India and ASEAN. It argues for the need for Indian Ocean states and particularly SAARC members of the Indian Ocean Rim Association to look afresh at their political and security issues and common interests. It also suggests measures for evolving a robust mechanism of maintaining the Indian Ocean as a sustainable zone of commerce, energy, security and peace rather than threat.
