There is increasing recognition of the need to bring about changes across the full spectrum of agricultural practices to ensure that, in future, food production systems are more diverse, sustainable and resilient. In this context, the objectives of irrigation need to be much more ambitious, shifting away from simply maximizing crop yields to maximizing net benefits across a range of uses of irrigation water, including ecosystems and nature-based solutions. One important way to achieve this is by better integrating fisheries into the planning, design, construction, operation and management of irrigation systems. Irrigation – a major contributor to the Green Revolution – has significantly improved agricultural production worldwide, with consequent benefits for food security, livelihoods and poverty alleviation. Today, irrigated agriculture represents about 21 percent of cultivated land, but contributes approximately 40% of the total global crop production. Many governments continue to invest in irrigation as a cornerstone of food security and rural development. Investments in irrigation often represent a pragmatic form of adaptation to changing climatic conditions. This guide focuses on how to sustainably optimize and broaden the range of benefits from irrigation development - not only economic but also social and environmental benefits . It emphasizes the opportunities that fisheries could provide to increase food production and economic returns, enhance livelihoods and public health outcomes, and maintain key ecosystem services. The guide considers possible trade-offs between irrigation and fisheries, and provides recommendations on how these could be minimized.

The Thirty-sixth Session of the Asia-Pacific Fishery Commission (APFIC) was convened in virtual session, Bangkok, Thailand from 5 to 7 May 2021, hosted by the Department of Fisheries, Government of Thailand. It was attended by 50 registered delegates from 17 APFIC member countries, 3 non-APFIC FAO members and 7 observer Regional Organizations. The Commission reviewed the intersessional programme activities of APFIC and endorsed the report of the meeting of the 77th APFIC Executive Committee. The Commission emphasized the importance of fishery management grounded on science for sustainable marine and inland fisheries and recognized the importance of APFIC as a regionally focused platform and requested broader discussions and consultations among members related to APFIC’s future. The Commission endorsed the 2021-2023 biennial APFIC workplan with an amendment to include the establishment of an ad hoc working group to review the limitations and provide recommendations for future of the Commission . The Commission elected China (Chair) and Thailand (Vice-chair) as the office bearers for the Thirty-seventh Session, with India, Malaysia, Philippines elected as Members of the Executive Committee. The Commission agreed that the 37th Session of APFIC will be convened in China in 2023.

Integrated farming in Asia is either considered an eco-friendly good that should be preserved for environmental reasons or a poor practice that will soon be superseded by industrial aquaculture. This report finds that most livestock-fish integration is sound business conducted by entrepreneurs accessing urban markets where the price of fish is relatively low. It can be used as part of a strategy to reduce environmental impacts of intensive livestock production and to produce low-cost food. Farmers have proved adept at both developing their systems to meet their own needs and diversifying the role of ponds, fish and livestock within their complex livelihoods.
