This book investigates the barriers to women’s economic empowerment in the Global South. Drawing on evidence from a wide range of countries, the book outlines important lessons and practical solutions for promoting gender equality. Despite global progress in closing gender gaps in education and health, women’s economic empowerment has lagged behind, with little evidence that economic growth promotes gender equality. International Development Research Centre’s (IDRC) Growth and Economic Opportunities for Women (GrOW) programme was set up to provide policy lessons, insights, and concrete solutions that could lead to advances in gender equality, particularly on the role of institutions and macroeconomic growth, barriers to labour market access for women, and the impact of women’s care responsibilities. This edited volume explores the state of inclusive governance in South Asia. It particularly examines the nature and scope of inclusiveness noticed in the parliament and civil service in Bangladesh, India, and Nepal, and the judiciary in Bangladesh. Where previous literature has stressed the need for the inclusion of external stakeholders, this volume highlights the importance of the involvement of internal stakeholders. This includes ‘insiders’ such as opposition members and government backbenchers in parliament and specialists in the civil service. The main emphasis is on identifying the extent to which insiders in different institutions have the scope to participate in the governing process. Furthermore, this volume also seeks to assess the implications of inclusiveness/exclusiveness for democratic governance. By exploring the link between inclusiveness and accountability, its contributors are able to draw out the strengths and weaknesses of the existing mechanisms of accountability, particularly social accountability. This edited volume examines policies aimed at increasing the representation of women in governing institutions in six South Asian countries. Divided into three parts, it addresses the implications of uniformity and diversity for the substantive representation of women in parliament, civil service and local government. The contributing authors explore the scope and limits of ‘positive discriminatory policies’ within distinct country contexts, and the implications of the lack of such policies in other countries. Their findings shed new light on the extent to which the higher presence of women in different governing institutions matters, particularly in respect of promoting women’s issues; and also on the way men and women in different governing institutions look upon each other’s roles and adopt strategies for mutual adjustment. This report analyzes four core areas of corporate governance in South Asia in light of global trends and best practices. It assesses the necessary regulatory preconditions for strong financial and economic development. The four core areas analyzed are (i) corporate governance legal frameworks, (ii) board structure and board diversity, (iii) corporate governance of state-owned enterprises, and (iv) anti-money laundering and compliance. The findings are relevant for developing countries around the world, as corporate governance impacts evolving challenges such as the coronavirus disease pandemic, climate change, and sustainable global trade.

This text examines, in the context of South Asia, four interrelated dimensions that constitute the central policy challenges of our time: consolidating democracy, confronting violent extremism, overcoming mass poverty, and addressing the challenge of climate change. These themes are explored by some of the leading scholars and public figures in South Asia and are further integrated within a new perspective on South Asia by the editors.

While Asia’s growth record in recent decades is remarkable, it has been marred by rising inequalities. This book looks at recent trends of income and non-income inequalities in developing Asian countries, discusses their underlying driving forces, and examines key policy issues that need to be addressed to ensure that the benefits of growth will be more equitably shared in Asia. The book also presents a set of country studies that provide rich information on growth, poverty and inequality dynamics and the policy challenges that arise in marching toward inclusive growth.

Since the mid-1980s, durable reforms coupled with prudent macroeconomic management have brought steady progress to the South Asia region, making it one of the world’s fastest growing regions. Real GDP growth has steadily increased from an average of about 3 percent in the 1970s to 7 percent over the last decade. Although growth trajectories varied across countries, reforms supported strong per capita income growth in the region, lifting over 200 million people out of poverty in the last three decades. Today, South Asia accounts for one-fifth of the world’s population and, thanks to India’s increasing performance, contributes to over 15 percent of global growth. Looking ahead, the authors find that South Asia is poised to play an even bigger role in the global economy, in both relative and absolute terms. India has overtaken China as the fastest growing large economy and South Asia’s contribution to global growth is set to increase, while more mature economies decelerate. Greater economic diversification, with an expansion of the service sector, improvements in education, and a still sizable demographic dividend are among the key elements underpinning this performance. Based on demographic trends, more than 150 million people in the region are expected to enter the labor market by 2030. This young and large workforce can be South Asia’s strength, if supported by a successful high-quality and job-rich growth strategy. Amid a changing global economic landscape, the authors argue that South Asia will need to leverage on all sectors of the economy in a balanced way, supporting improvements in agricultural productivity and a sustainable expansion of manufacturing, while promoting higher-skill services, to achieve this goal.
