The Government of Norway, through its International Climate and Forest Initiative, will allocate up to NOK3 billion (approximately US $430 million) a year between 2009 and 2012 to mitigate greenhouse gases produced by land-use change. An assessment of the utility of payments for ecosystem services as a tool for REDD was commissioned by the Norwegian Minister for the Environment and International Development to inform the International Climate and Forest Initiative. One of the aims of the CoLUPSIA project is to explore options for establishing payments for ecosystem services (PES) within the two districts where the project is working: Seram and Kapuas Hulu. These guidelines were prepared to support the CoLUPSIA team in completing this assessment and have since been revised to incorporate some findings from the field assessments.

Marine and coastal resources provide millions of people with their livelihoods, such as fishing and tourism, and a range of critical additional ‘ecosystem services’, from biodiversity and culture to carbon storage and flood protection. Yet across the world, these resources are fast-diminishing under the weight of pollution, land clearance, coastal development, overfishing, natural disasters and climate change. This book shows how economic instruments can be used to incentivize the conservation of marine and coastal resources. It is shown that traditional approaches to halt the decline focus on regulating against destructive practices, but to little effect. A more successful strategy could be to establish schemes such as payments for ecosystem services (PES), or incorporate an element of financial incentives into existing regulatory mechanisms. Examples, both terrestrial and marine, from across the world suggest that PES can work to protect both livelihoods and environments. But to succeed, it is shown that these schemes must be underpinned by robust research, clear property rights, sound governance structures, equitable benefit sharing, and sustainable finance. Case studies are included from south and east Asia, Latin America, Africa and Australia. The book explores the prospects and challenges, and draws lessons from PES and PES-like programmes from across the globe.

REDD+ is one of the leading near-term options for global climate change mitigation. More than 300 subnational REDD+ initiatives have been launched across the tropics, responding to both the call for demonstration activities in the Bali Action Plan and the market for voluntary carbon offset credits.

This publication outlines an action agenda for governments, business, and civil society to restore and sustain ecosystem services: the benefits people receive from nature such as fresh water, food, protection from floods, and spiritual enrichment. The action agenda responds to the Millennium Ecosystem Assessment finding that globally nearly two thirds of ecosystem services assessed were degraded. The agenda is informed by the recommendations of 17 policy experts from around the globe.

Over the last two decades, the topic of forest ecosystem services has attracted the attention of researchers, land managers, and policy makers around the globe. The services rendered by forest ecosystems range from intrinsic to anthropocentric benefits that are typically grouped as provisioning, regulating, supporting, and cultural. The research efforts, assessments, and attempts to manage forest ecosystems for their sustained services are now widely published in scientific literature. This volume focuses on broad-scale aspects of forest ecosystem services, beyond individual stands to large landscapes. In doing so, it illustrates the conceptual and practical opportunities as well as challenges involved with planning for forest ecosystem services across landscapes, regions, and nations. The goal here is to broaden the scope of land use planning through the adoption of a landscape-scale approach. Even though this approach is complex and involves multiple ecological, social, cultural, economic, and political dimensions, the landscape perspective appears to offer the best opportunity for a sustained provision of forest ecosystem services.
