This book takes a long-term view of environmental policy in Poland, which thus serves as an example to increase our understanding of environmental policy making in general in the former Eastern bloc countries. The perspective adopted also includes the pre-transition period, since the transformation process cannot be understood without reference to the preceding period. The book investigates the driving forces underlying policy changes, both prior to and after the transition, and identifies elements both of change and continuity - topics that have hitherto been neglected in the literature. A change of political system in Poland did not lead to a major change in the thrust of environmental policy: the policy makers adopted a cautious approach to new instruments and institutions during the transition period. What did change with the transition was the implementation aspect: the effectiveness of environmental policy increased dramatically after the abolition of socialism. The rule of law meant that the state administration and the polluters were subordinated to the legal system, thus increasing the power to environmental policy. This volume focuses attention on key environmental and institutional changes associated with eastern expansion of the European Union, assessing and challenging prevailing views about the outcomes and processes of this historic development. Looking at four central themes -- capacity changes and limitations, the EU's mixed messages and conflicting priorities, non-state actor roles and developments, and the exchange of ideas and information - the volume shows that enlargement will change the EU, not just make it bigger, and that EU officials and programs are improving aspects of environmental policy in CEE countries even as they are making others less sustainable. In this new edition, the progress made in the last decade to solve the environmental problems described in the first edition is assessed. The attempts to bring environmental legislation into line with West European norms is also described. Environmental Problems of East-Central Europe looks at air and water pollution, modern farming, water supplies, waste management and landscape protection. These topics are placed within economic, social and political profiles, as spending on a clean environment must be reconciled with welfare spending and the safeguarding of jobs, European Union assistance, civil society and the work of environmental NGOs are also discussed. All of these matters are considered within the context of the wider geographical area and then by each individual country, including the previously communist states lying to the west of the Soviet Union (now with the former federal states of Czechoslovakia and Yugoslavia broken up into seven different entities) and a review of the former Soviet Union with particular reference to the Baltic States. Environmental Problems in East-Central Europe provides a wealth of up-to-date reference material, with a vast amount of supporting literature on environmental conditions and the functioning of civil society and a map of each country. The environment is being taken seriously by them all, such is the influence of the Rio sustainability agenda in general and the EU environmental 'acquis' in particular. The book reveals that Eastern Europe is not a blighted area, but in some respects has a higher biodiversity than Western Europe. Although there is enormous waste and inefficiency in energy use, people actually consume relatively little and the East therefore has some lessons for the West in terms of managing on the bases of 'fair share' of the earth's resources.

The main theme of this book is the adaptation process of the new EU member states from Central-Eastern Europe (Hungary and Poland) to the multi-level system of governance in public policy, particularly in the regional and environmental policy areas. The work conceptualizes policy learning and institutional and policy adaptation within the EU system of governance and draws lessons from the experience of previous waves of enlargement-cohesion-countries (Ireland, Portugal and Greece). In doing so, the book makes an important contribution to the literature on the transformation of domestic policy-making structures, as a result of the increasing Europeanization of public policy, as well as on the conceptual tools, explanatory variables and mechanisms determining this process.

Recent democratization and the accompanied liberalization of the media in Central and Eastern Europe has brought the devastating environmental impacts of the intensive and careless industrialization of the last 40 years to the surface. Less is known, however, about the social, political and institutional background of environmental risk management which led to the present situation, as well as about recent changes.
