This book constitutes the refereed proceedings of the 10th IFIP TC 9 International Conference on Human Choice and Computers, HCC10 2012, held in Amsterdam, The Netherlands, in September 2012. The 37 revised full papers presented were carefully reviewed and selected for inclusion in the volume. With the progression of technological breakthroughs creating dependencies on telecommunications, the internet, and social networks connecting our society, CIIP (Critical Information Infrastructure Protection) has gained significant focus in order to avoid cyber attacks, cyber hazards, and a general breakdown of services. Critical Information Infrastructure Protection and Resilience in the ICT Sector brings together a variety of empirical research on the resilience in the ICT sector and critical information infrastructure protection in the context of uncertainty and lack of data about potential threats and hazards. Critical infrastructure provides essential services to citizens. The mutual dependencies of services between systems form a complex “system of systems” with a large perturbation surface, prone to be damaged by natural and anthropic events. Their intrinsic and extrinsic vulnerabilities could be overcome by providing them adaptive properties to allow fast and effective recovery from loss of functionality. Resilience is thus the key issue, and its enhancement, at the systemic level, is a priority goal to be achieved. This volume reviews recent insights into the different domains (resilience-enhancing strategies, impact and threats knowledge, and dependency-related issues) and proposes new strategies for better critical infrastructure protection.

This book is open access under a CC BY 4.0 license. This book summarizes work being pursued in the context of the CIPRNet (Critical Infrastructure Preparedness and Resilience Research Network) research project, co-funded by the European Union under the Seventh Framework Programme (FP7). The project is intended to provide concrete and on-going support to the Critical Infrastructure Protection (CIP) research communities, enhancing their preparedness for CI-related emergencies, while also providing expertise and technologies for other stakeholders to promote their understanding and mitigation of the consequences of CI disruptions, leading to enhanced resilience. The book collects the tutorial material developed by the authors for several courses on the modelling, simulation and analysis of CIs, representing extensive and integrated CIP expertise. It will help CI stakeholders, CI operators and civil protection authorities understand the complex system of CIs, and help them adapt to these changes and threats in order to be as prepared as possible for mitigating emergencies and crises affecting or arising from CIs.
