In the 1970s, Hydro-Québec declared in a publicity campaign “We Are Hydro-Québécois.” The slogan symbolized the extent to which hydroelectric development in the North had come to both reflect and fuel French Canada’s aspirations. The slogan helped Quebecers relate to the province’s northern territory and to accept the exploitation of its resources. In Power from the North, Caroline Desbiens explores how this culture of hydroelectricity helped shape the landscape during the first phase of the James Bay hydroelectric project. Policy makers and citizens did not, she argues, view those who built the dams as mere workers – they saw them as pioneers in a previously uninhabited land now inscribed with the codes of culture and spectacle. This insightful work shows that if Quebec hopes to engage in truly sustainable resource development, all actors must bring an awareness of their cultural histories and visions of nature, North, and nation to the negotiating table.

In this study, the committee explores ways the National Weather Service (NWS) can take advantage of continuing advances in science and technology to meet the challenges of the future. The predictions are focused on the target year 2025. Because specific predictions about the state of science and technology or the NWS more than 25 years in the future will not be entirely accurate, the goal of this report is to identify and highlight trends that are most likely to influence change. The Panel on the Road Map for the Future National Weather Service developed an optimistic vision for 2025 based on advances in science and technology.

The construction in the 1940s of hydroelectric dams and reservoirs, Lakes Manouan and Passe Dangereuse, were enormous projects that had consequences not only on the environment but also on international affairs. Built by the Aluminium Company of Canada (Rio Tinto Alcan), the project helped meet the American and Allied Forces demand for electrical power and aluminium ingot during the Second World War but also forced Innu/Montagnais hunter-trappers from their ancestral lands. Examining sources as varied as the papers of the Franklin D. Roosevelt Presidential Library and interviews with Montagnais elders, Quebec Hydropolitics presents a compelling synthesis of business and social history as well as wartime politics. David Massell reconstructs the story of a changing landscape through the perspectives of corporate executives, government officials, and Aboriginals to show the effect that war had on Canadian resource extraction and energy policy as well as its indigenous peoples. A narrative that flows from the Saguenay watershed to the centres of political power, Quebec Hydropolitics is an informative look at the costs and benefits of large-scale industrialization.

J.W. McConnell (1877-1963), born to a poor farming family in Ontario, became one of the wealthiest and most powerful businessmen of his generation - in Canada and internationally. Early in his career McConnell established the Montreal office of the Standard Chemical Company and began selling bonds and shares in both North America and Europe, establishing relationships that would lead to his enormous financial success. He was involved in numerous businesses, from tramways to ladies' fashion to mining, and served on the boards of several corporations. For nearly fifty years he was president of St Laurence Sugar and late in life he became the owner and publisher of the Montreal Star. McConnell was an indefatigable and formidable fundraiser for the YMCA, the war effort of 1914/18, hospitals, and McGill University, where he served as governor for almost three decades. In 1937 he established what would become The J.W. McConnell Family Foundation, the first major foundation in Canada and still one of the best endowed. J.W. McConnell was a principled and brilliant visionary with a strong work ethic and a deep commitment to the public good, a Rockefellerian figure in both big business and high society who quietly became one of the greatest philanthropists of his time. His life story - told in uncompromising detail by William Fong - is a study of raising, spending, and giving away money on the grandest scale.
