This collection offers insights of the international humanitarian system, considering what constitutes humanitarianism in Asia-Pacific, and how it shapes policy and practice in the region and globally. It adds to the conversation on reforming the global humanitarian system by providing the space to share perspectives on humanitarian action from our place in the world. The authors answer these questions by focusing on a range of issues from national to sectoral perspectives to relations between ‘traditional’ and ‘emerging’ players, concluding that the dynamics of the humanitarian system from the perspectives of the Asia-Pacific are rooted in their localized experiences and built outwards. The first significant trend is that understandings of humanitarianism in the Asia-Pacific are primarily shaped by the experience of disasters at home. Second, national governments play a dominant role in humanitarian affairs in the region. Finally, the humanitarian landscape in the Asia-Pacific constitutes a diverse yet under-appreciated set of actors. This book is based on the RSIS Conference on Asia and the Humanitarian World held in 2019 in Singapore. It is relevant to students, scholars, practitioners and policymakers with an interest in humanitarian assistance, disaster management, strategic studies and international relations in Asia-Pacific.

Focusing on East Asia, this collection explores the paradox of functional regional cooperation in the areas of humanitarian assistance, disaster relief, and UN Peacekeeping operations, in a context of increasing regional tensions and threats. East Asia – comprising the states of the Association of Southeast Asian Nations and China, Japan, the Republic of Korea and the Democratic People’s Republic of Korea – is facing a range of human, traditional, climate and ideational threats. In addressing some of these threats particularly those arising from climate induced disasters this region has been able to develop some ad-hoc cooperative practices that, according to functional logics of regional integration, could lead to longer term sustained coordinated responses and even regional partnerships. Similarly, the region is increasingly contributing to UN peacekeeping operations where these states also cooperate in the context of an UN-led mission. Yet, despite the potential for these interactions to lead to greater regional integration and coordinated action in responding to a range of security threats, these interactions are increasingly taking place in a context of animosity both between regional powers and with extra-regional powers. This edited collection explores these functional interactions and posits conclusions about the potential for longer term sustained coordinated action. These papers engage with a range of theoretical approaches in explaining the patterns of relations that are present in the region in relation to humanitarian assistance, disaster relief, and UN peacekeeping operations. The chapters in this book were originally published as a special issue of the Australian Journal of International Affairs.

Bachelor Thesis from the year 2015 in the subject Business economics - Supply, Production, Logistics, grade: 2,0, University of Applied Sciences Graz, language: English, abstract: Since the average number of disasters per year increased over the last few years, also the interest in humanitarian logistics amplified. The purpose of humanitarian logistics is to deliver relief supplies efficiently into affected regions in order to aid people in need. The aim of this paper is to determine if a positive development in the field of humanitarian logistics took place since 2004. Moreover it shall be investigated if the development status of a country has an influence on the efficiency in disaster relief operations. Therefore, operations in the field of humanitarian logistics will be divided into three phases in the theoretical part of this paper, namely: preparation, immediate response and recovery. Each phase will be described in detail at the beginning of this bachelor thesis and subsequently, three different disaster relief operations, which were conducted in 2004, 2010 and 2011, will be compared by reference to these phases. The selection of the catastrophes was based on two criterions: firstly, the catastrophes had to be similar in their magnitude and secondly, at least one disaster relief operation had to be conducted in an industrialized country. Based on the theoretical part of this paper, interviews with experts were conducted in order to gain insights into their way of thinking. The hypothesis “There is a connection between the efficiency in a disaster relief operation and the development status of the country in which the operation is conducted” should serve as basis for this research. Furthermore, at the end of this paper it should be determined if the development in the field of humanitarian logistics is considered as positive by the experts or if there is a standstill in this regard.
