In addition to serving as Secretary of the Massachusetts State Board of Education, Mann served in both the Massachusetts House of Representatives (1827 to 1833) and the Massachusetts Senate (1834 to 1837). Acknowledged by educational historians as the Father of the Common School movement, Mann argued that universal public education was the most efficient way to create a productive, disciplined citizenry.

In the second half of the book, the authors examine two key reforms currently seen in a small but growing number of charter schools, socioeconomic integration and teacher voice, that have the potential to improve performance and reshape the stereotypical image of what it means to be a charter school.
