Based on an analysis of socio-economic frameworks in the United States and Atlanta, Georgia, this essay works to identify different tactics in response to the HIV crisis and highlight those most relevant to the social situation of those most vulnerable in Atlanta, the HIV hotspot of the United States. The purpose of this research project is to unpack the social factors of HIV in Black America with a focus on Atlanta, Georgia, the area with the highest rates of infection in the country. It will analyze the social and systemic factors of the affected communities against the available programming and responses in Atlanta for HIV/AIDS. Unpacking systemic issues within Black Atlanta shows that the perpetuation of Black vulnerability to HIV/AIDS is due, in part, to a clear disconnect between what those communities need and what is being done in effort to help them at various levels. The national government is too distant from the local situation and responds with broad programming; local organizations are more particular about their responses, but still tend to leave out important factors like racial, religious, and gendered socialization.
