Police oversight agencies are citizens' watchdog organizations designed to ensure that the police are operating with integrity and accountability. Integrity is defined as the quality of being honest and morally upright. Accountability refers to situations in which someone is required or expected to justify actions or decisions. Based on integrity and accountability challenges in police forces all over the world, this book discusses the roles and methods of police oversight agencies. Knowledge management in police oversight is presented by identifying knowledge categories and knowledge management systems. A model for police oversight performance is developed in the book, and the model is applied to an oversight agency as a case study.

Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers' Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Violence against women is a global issue of pandemic proportions, which has an impact on all societies. This Handbook is designed to assist and guide police officers in the prevention of, and response to, violence against women. It familiarizes them with relevant international laws, norms and standards relating to violence against women and informing them about some promising practical approaches to effective police response to act of the violence. While it has global applications, it is designed primarily for use by police in transitional and developing countries where institutional means to protect women from violence have not yet been created or implemented. It addresses the rights of both victims and offenders.

The present book focuses on various issues and threats pertaining to internal security, the various factors and non-state actors creating the threat, the initiatives by the police to strengthen internal security by involving community and how the community participation can strengthen those initiatives by enhancing the community policing measures. The study is focussed on Hyderabad. There are multiple manifestations of internal security which are both implicit and explicit. ‘Communalism’ has been identified as one of the principal threats to internal security with specific reference to Hyderabad. In this background it is highly desirable and required to strengthen ‘community’ to face any eventualities and encourage working and functional partnership with security and law enforcement agencies especially the police forces. Police or community alone cannot manage security concerns. In these globalized times strong partnership between community and police is mandatory. The book based on primary research tries to establish that community policing can be a significant factor in addressing the internal security threats.
