These guidelines describe how to develop a design and monitoring framework (DMF) for an Asian Development Bank (ADB) project. The DMF communicates the planned performance of a project. As a link between project design, implementation, and evaluation, it provides the basis for the project performance management system. The purpose of these guidelines is to help improve the quality and consistency of DMFs across ADB.

This toolkit provides insights and recommendations on how to design, monitor and use results frameworks for greater impact on sustainable development. It gives an overview of the different types of results frameworks that exist, explains how to enhance their design, monitoring and usage, and provides advice on how to integrate complex issues such as sustainable development, climate adaptation, locally led development and inclusion. By using this toolkit as a common reference, all governments and international development partners are better equipped for strategic, harmonised action towards a more sustainable future.

This publication aims to present a step-by-step methodological approach to assist project teams assess and incorporate climate change adaptation measures into investment projects in agriculture, rural development, and food security. While the focus of the publication is at the project level, an improved understanding of climate change impacts should also be used to incorporate climate change considerations into agriculture planning and policy at the country level.
