Available online: https://pub.norden.org/politiknord2021-719/ The Ministers for Nordic Co-operation (MR-SAM) have decided that the Nordic Council of Ministers will co-operate with civil society in the Nordic Region to a greater extent in its work relating to the Our Vision 2030 programme and the action plan for 2021-2024. Consequently, both a Nordic network for involving civil society organisations and a procedure for public consultations are being established to increase the opportunities for input from civil society, business and industry, and other stakeholders in the Nordic Region in respect of the Nordic Council of Ministers’ efforts to implement Our Vision 2030.

In many low and middle income countries, dismal failures in the quality of public service delivery such as absenteeism among teachers and doctors and leakages of public funds have driven the agenda for better governance and accountability. This has raised interest in the idea that citizens can contribute to improved quality of service delivery by holding policy-makers and providers of services accountable. This proposition is particularly resonant when it comes to the human development sectors – health, education and social protection – which involve close interactions between providers and citizens/users of services. Governments, NGOs, and donors alike have been experimenting with various “social accountability” tools that aim to inform citizens and communities about their rights, the standards of service delivery they should expect, and actual performance; and facilitate access to formal redress mechanisms to address service failures. The report reviews how citizens – individually and collectively – can influence service delivery through access to information and opportunities to use it to hold providers – both frontline service providers and program managers – accountable. It focuses on social accountability measures that support the use of information to increase transparency and service delivery and grievance redress mechanisms to help citizens use information to improve accountability. The report takes stock of what is known from international evidence and from within projects supported by the World Bank to identify knowledge gaps, key questions and areas for further work. It synthesizes experience to date; identifies what resources are needed to support more effective use of social accountability tools and approaches; and formulates considerations for their use in human development. The report concludes that the relationships between citizens, policy-makers, program managers, and service providers are complicated, not always direct or easily altered through a single intervention, such as an information campaign or scorecard exercise. The evidence base on social accountability mechanisms in the HD sectors is under development. There is a small but growing set of evaluations which test the impact of information interventions on service delivery and HD outcomes. There is ample space for future experiments to test how to make social accountability work at the country level.

Available online: https://pub.norden.org/politiknord2022-724/ In 2019, the Nordic prime ministers adopted a vision for the Nordic Region to be the most sustainable and integrated region in the world by the year 2030. The Nordic Council of Ministers was tasked with steering Nordic co-operation towards delivering this vision. The Nordic Council of Ministers is following a special action plan in its efforts relating to the vision for the period 2021 to 2024. Now, after almost two years, a mid-point evaluation has been produced. Despite the challenges posed by the COVID-19 pandemic and the Russian war of aggression against Ukraine during the period, the Nordic Council of Ministers has delivered concrete results and made an impact. The activities of the Nordic Council of Ministers are being steered towards supporting the Nordic countries as well as possible in their realisation of the vision. Efforts relating to the green transition have been bolstered by way of DKK 120 million in additional funding thanks to a budget redistribution in the period 2021 to 2024. The mid-point evaluation was approved by the Ministers for Nordic Co-operation in September 2022.

Disaster Risk Governance offers the first extensive engagement with disaster risk governance in the Caribbean and Sub-Saharan Africa. In the last decade and a half Kenya, Jamaica, Dominica, and Zanzibar have all suffered massive destruction from disasters caused by natural hazards. Despite the tremendous investments in disaster risk reduction (DRR), disasters have wiped out the developmental gains of these countries. In this book, Denise Thompson argues that disaster risk governance (DRG) as a practical and academic matter has not been given the attention it deserves, and as a result, this neglect has undermined the time, money and resources invested in DRR in developing countries since the late 1970s and early 1980s. Thompson proposes that properly conceptualizing DRG based on context will help to address some of the deficiencies. Consequently, DRG needs to become a central focus, particularly for developing countries. Written with real-life implications for developing countries, Disaster Risk Governance is perfectly suited for practitioners and researchers in area studies, disaster risk reduction and disaster governance, as well as students of disaster studies.
