Developing the traditional civil-military relations approach to include security actors, the book compares the style of civil-security relations in both Egypt and Turkey. The volume comprehends the competition between civilian actors and military and security actors to impose control over the political regimes in transition and how this is related to the issue of good governance and democratization. The Egyptian and Turkish cases are viably comparable in terms of the status of civil-security relations and level of civilian control, specifically considering the different outcomes of the latest military putsches in both country (2013 in Egypt and 2016 in Turkey), and the extended experiences of both countries with a strong military influence and presence in politics. The different responses of the Egyptian and Turkish publics to the coup attempts invite an interesting comparison, especially given that in both cases, the public was the decisive factor in the success or failure of the coup. Focusing on civil-security relations within the broader context of good governance and democracy in Egypt and Turkey this book will be a key resource for students and scholars interested in political science, specifically comparative government studies and Middle East studies.

The concept of “governance” is a key issue for public sector work at all levels. In today’s environment of globalization and the growing significance of communication and participatory managing methods, public service provisions and dialogue with citizens have to be developed. Governance provides an answer to these challenges: it combines cooperative forms of governing, involving both the private sector and social partners, which can form networks to develop policies in different fields. “Good” governance is generally seen as an outcome of transparent and efficient governing methods, as well as multi-level governance utilising both state instruments and other institutions, such as supranational organisations and local and regional governments. This book is devoted to these questions and research problems. The contributors are predominantly young scientists, and examine a wide range of different examples, issues and case studies, in order to analyse various elements and aspects of the concept of “governance”. The book provides interdisciplinary and multidimensional research in order to analyse the numerous different facets of this broad term. When local institutions and government structures have not been able to prevent the escalation of conflicts, external actors have intervened to restore law and order and to stabilise the situation. The international community has pursued an increasingly interventionist agenda with the legitimation of intervention by external actors with a view to developing and strengthening local governance. The recognition of the importance of this global-local interplay has been accompanied by a greater awareness of the interdependence and interconnectedness of international, regional and national security. Globalising forces and the existence of glocal governance processes mean that external interventions have become governance bridges with multifaceted implications at both the international and local levels. A unique implication of this state of affair is the increasing interest paid by states and international organisations in weak and failing states. Indeed, our globalised condition means that the international community has been led to intervene in areas where governance was such that it posed a threat to international peace and security. There has been an increasing interest in restoring governance and fostering ‘good governance’ or ‘good enough governance’. Interventions have taken place at the political and economic levels through the World Bank and IMF but in a large number of cases, interventions have focused on security and the reform of the security sector as means to achieve good governance and to deal with threats to peace and security. In this context, a number of scholars have turned their attention to the interplay between governance and security and security governance’ as a new area of concern. The term governance has been the subject of numerous critiques for being unclear and analytically useless. Likewise, the term security is essentially contested. As a result, the concept of security governance is still lacking a clear and consensual definition and remains a matter of debate. Based on an analysis of the concepts of governance and security, this book explores and defines what is commonly called security governance.

This book analyses the normative and institutional aspects of the civil-military relationship to demonstrate that it is the politics of the relationship rather than its form that influences the likelihood of democracy and regional peace. It is useful for policymakers, academics, and general readers.
