In this book the author seeks to rebut the somewhat fatalistic argument that socio-economic prosperity in the cities can only be achieved by the application of global market-led policies. He argues that urban society and policy makers do have sufficient freedom of action to make local decisions on the economic and social development of deprived neighbourhoods. Annotation This volume is one in a series initiated by the United Nations University Institute of Advanced Studies on the inter-relationship between globalisation and urban transformation. It identifies and describes the inter- and intra-urban transformations of Central and Eastern European cities and considers their pre-1945 historic legacies, the socialist period, and their contemporary transition towards market oriented and democratic systems. The dramatic changes since 1989 including the collapse of Communist ideology, the break-up of the Soviet Union, Czechoslovakia and Yugoslavia, the end of the Cold War and the impact of globalisation and European integration, have reconfigured this region and affected their re-integration into European and global networks. The cultural economy forms a leading trajectory of urban development, and has emerged as a key facet of globalizing cities. Cultural industries include new media, digital arts, music and film, and the design industries and professions, as well as allied consumption and spectacle in the city. The cultural economy now represents the third-largest sector in many metropolitan cities of the West including London, Berlin, New York, San Francisco, and Melbourne, and is increasingly influential in the development of East Asian cities (Tokyo, Shanghai, Hong Kong and Singapore), as well as the mega-cities of the Global South (e.g. Mumbai, Capetown, and São Paulo).
