In its early years the United States Consular Service was a relatively amateurish organization, often staffed by unsuitable characters whose appointments had been obtained as political favours from victorious presidential candidates—a practice known as the Spoils System. Most personnel changed every four years when new administrations came in. This compared unfavourably with the consular services of the European nations, but gradually by the turn of the twentieth century things had improved considerably—appointment procedures were tightened up, inspections of consuls and how they managed their consulates were introduced, and the separate Consular Service and Diplomatic Service were merged to form the Foreign Service. The first appointments to Britain were made in 1790, with James Maury becoming the first operational consul in the country, at Liverpool. At one point, there was a network of up to ninety US consular offices throughout the UK, stretching from the Orkney Islands to the Channel Islands. Nowadays, there is only the consular section in the embassy and the consulates general in Edinburgh and Belfast.

Barbed Wire Diplomacy examines how the United Kingdom government went about protecting the interests, lives and well-being of its prisoners of war (POWs) in Nazi Germany between 1939 and 1945. The comparatively good treatment of British prisoners in Germany has largely been explained by historians in terms of rational self-interest, reciprocity, and influence of Nazi racism, which accorded Anglo-Saxon servicemen a higher status than other categories of POWs. By contrast, Neville Wylie offers a more nuanced picture of Anglo-German relations and the politics of prisoners of war. Drawing on British, German, United States and Swiss sources, he argues that German benevolence towards British POWs stemmed from London's success in working through neutral intermediaries, notably its protecting power (the United States and Switzerland) and the International Committee of the Red Cross, to promote German compliance with the 1929 Geneva convention, and building and sustaining a relationship with the German government that was capable of withstanding the corrosive effects of five years of warfare. Expanding our understanding of both the formulation and execution of POW policy in both capitals, the book sheds new light on the dynamics in inter-belligerent relations during the war. It suggests that while the Second World War should be rightly acknowledged as a conflict in which traditional constraints were routinely abandoned in the pursuit of political, strategic and ideological goals, in this important area of Anglo-German relations, customary international norms were both resilient and effective.

For almost two centuries North America has been a major destination for international migrants, but from the late nineteenth century onward, governments began to regulate borders, set immigration quotas, and define categories of citizenship. To develop a more dimensional approach to migration studies, the contributors to this volume focus on people born in the United States and Canada who migrated to the other country, as well as Japanese, Chinese, German, and Mexican migrants who came to the United States and Canada. These case studies explore how people and ideas transcend geopolitical boundaries. By including local, national, and transnational perspectives, the editors emphasize the value of tracking connections over large spaces and political boundaries. Entangling Migration History ultimately contends that crucial issues in the United States and Canada, such as labor and economic growth and ideas about the racial or religious makeup of the nation, are shaped by the two countries’ connections to each other and the surrounding world.

Like Egypt's 20th-century fin-de-siecle, much of this ferment was a prelude to the more visible and politically eruptive events of the next decades, when Egypt's popular resistance burst onto the international scene. But its subterranean cast was no less dynamic for that.
