Revised papers en comments that were presented at the meeting organised in Maastricht, in October 2002. The aim of the meeting was threefold: to provide input for the CEDAW Committee; stimulate the legal debate on the issue of temporary measures; and contribute towards the promotion of positive action measures in the Netherlands.

This gender equality and social inclusion (GESI) framework the Asian Development Bank’s (ADB) operations in South Asia serves as a guide for effectively fulfilling GESI-related mandates as outlined in ADB’s Strategy 2030. Developed through an extensive 2-year consultative process from 2020 to 2022, the GESI framework highlights the various dimensions of exclusion and vulnerability, including their intersections with gender inequality and each another. By adopting an intersectionality lens, the GESI framework spotlights the diverse experiences of women and disadvantaged groups, recognizing that the impacts of gender inequality and social exclusion vary based on intersecting identities. The GESI framework promotes context-sensitive and integrated actions to advance GESI goals.

This tool kit assists staff and consultants of the Asian Development Bank (ADB) in conceptualizing and designing gender-responsive programs and projects in public sector management (PSM). It aims to help users identify and investigate gender issues and to build practical design elements into PSM programs and projects. It guides users on key questions to be asked and data to be collected during project preparation, and provides a menu of entry points for designing gender-inclusive PSM programs. Consisting of three parts, the tool kit provides guidance on gender issues on key PSM subsectors and sector policy reforms. Case studies from ADB programs and projects have been included to illustrate good practices in mainstreaming gender concerns in PSM.

It guides users in key questions to be asked and data to be collected during project preparation. It also offers a menu of entry points in designing project outputs, activities, inputs, indicators, and targets that integrate key gender issues identified during the gender analysis. The tool kit is broken down into key subsectors of ADB's energy sector investments---transmission and distribution, rural electrification, energy efficiency, and renewable energy. Case studies from ADB energy projects have been included to illustrate good practices in mainstreaming gender in energy sector.

The economic empowerment of women is increasingly seen as one of the most important forces behind economic growth and the fight against poverty. Indeed, women's economic participation in an economy as entrepreneurs, employees, and leaders is recognized as a measure of a country's dynamism and viability. 'Gender Dimensions of Investment Climate Reform' provides fresh solutions to common issues that women entrepreneurs face. It presents actionable, replicable, and scalable tools for promoting gender-sensitive investment climate reforms that would benefit both women and men. The book enables development practitioners and policy makers who are not gender specialists to diagnose gender issues in an investment climate; design creative and practical solutions and recommendations for addressing gender constraints; and monitor and evaluate the implementation of those recommendations.

This tool kit is to help staff and consultants of the Asian Development Bank (ADB) conceptualize and design gender-responsive public policy and projects in the micro, small, and medium-sized enterprise sector. It guides users in the design of project and program outputs, activities, inputs, indicators, and targets to respond to gender issues in micro, small, and medium-sized enterprise development and finance operations. ADB staff can use the tool kit to identify social and gender issues to be documented in the initial poverty and social analysis during the concept phase. Consultants can use it to carry out more detailed social and gender analysis during the project preparatory technical assistance or detailed design or due diligence phase. It should be noted that the tool kit is not meant to be prescriptive. Rather, it offers a menu of entry points that the project team can choose from.
