Globally, nearly half of all workers in rural areas work in agriculture (International Labour Organization 2020). Women are heavily involved in agricultural production, but often get assigned different roles and responsibilities compared to men (Doss 2018). In many contexts, women have less decision-making power than men regarding their households’ agricultural production or on how to spend agricultural income (FAO 2011). Yet, recent evidence suggests that a generalized assumption that women have no or little decision-making power in agriculture is misplaced and that there are also settings where joint decision-making between men and women is common (Akter et al. 2017; Maligalig et al. 2019). It therefore remains imperative to add new evidence on women’s and men’s roles and decision-making in agriculture – particularly from contexts that have not been extensively studied.

The advent of modern agribusiness irrevocably changed the patterns of life and labor on the American family farm. In Entitled to Power, Katherine Jellison examines midwestern farm women's unexpected response to new labor-saving devices. Federal farm policy at mid-century treated farm women as consumers, not producers. New technologies, as promoted by agricultural extension agents and by home appliance manufacturers, were expected to create separate spheres of work in the field and in the house. These innovations, however, enabled women to work as operators of farm machinery or independently in the rural community. Jellison finds that many women preferred their productive roles on and off the farm to the domestic ideal emphasized by contemporary prescriptive literature. A variety of visual images of farm women from advertisements and agricultural publications serve to contrast the publicized view of these women with the roles that they chose for themselves. The letters, interviews, and memoirs assembled by Jellison reclaim the many contributions women made to modernizing farm life.

"Using survey data from the Upper East region of Ghana collected in 2005, the paper evaluates the household- and community-level factors influencing women's and men's decisions to participate in off-farm activities, either in the off-farm labor market or in local community groups, and the relationship with on-farm crop returns. Results indicate that crop returns are not affected by increased labor availability over a certain labor-land ratio. Female participation in off-farm labor markets increases at higher levels of labor availability, but participation in women's groups' only increases as labor scarcity is relaxed at lower levels. Alternatively, male participation in off-farm work increases over all levels of labor availability. Results also indicate that male labor is relatively more productive on-farm versus off-farm than female labor, and, though education increases the likelihood that both women and men will work off-farm (with no impact on crop revenues), the impact is greater for women. Finally, participation in off-farm work does not appear to be driven by the need to reduce exposure to risk or to manage risk ex post; wealthier households located in wealthier communities are more likely to participate in off-farm work. Evidence for participation in groups and risk is more complicated; wealthier households in wealthier communities are also more likely to participate, but so too are female-headed households with higher dependency ratios."--Authors' abstract.

Based on a broad literature review, this publication discusses rural women’s time poverty in agriculture, elaborates on its possible causes and implications and provides insight into the various types of constraints that affect the adoption of solutions for reducing work burden. This paper raises questions about the adequacy of women’s access to technologies, services and infrastructure and about the control women have over their time, given their major contributions to agriculture. It also look s into the available labour-saving technologies, practices and services that can support women to better address the demands derived from the domestic and productive spheres and improve their well-being. The reader is presented with an overview of successfully-tested technologies, services and resource management practices in the context of water, energy, information and communication. The findings elaborated in this paper feed a set of recommendations provided for policy makers and development partners. A gender-transformative approach at community and household level is suggested as a way forward to promote women’s increased control over the allocation of their time.

This book aims to unravel how rural gender regimes are constituted, enforced, made sense of and resisted, and how struggles of resistance lead to empowerment and change in various countries in the four corners of Europe as well as Australia and India. The book focuses on the intricate relationship between laws and institutions and everyday life. It analyzes on the one hand how laws and institutions are constituted and on the other hand how gender regimes are built at the local rural level, sometimes in compliance with these frames and sometimes contesting them. The articles, in diverse ways, give voice both to women's struggles for recognition and men's voices in gendered rural societies. Through applying the concepts of the welfare state and gender regimes within rural research, this book contributes to the further development of a comparative theoretical framework for rural gender studies. The importance of integrating rural gender studies into both the mainstreams of rural and feminist research has been emphasized in previous research, as has that of developing comparative analytical frameworks. The conceptual framework adopted in this volume sets out to meet this challenge by approaching rural gender relations as the meeting point of two core research areas: gender regimes and rural transformative processes. Research into gender regimes offers a promising analytical framework for comparing gender relations in diverse rural settings. At the same time, by addressing rural concerns deriving from the specificity of rural transition processes and gender regimes, the approach also contributes to an elucidation of the complexity of citizenship. Economic and financial crises have become perennial features of today’s global economy. Macroeconomic theories of crisis, including the global crisis that unfolded in 2008, emphasize the role of financial deregulation; capital flow imbalances; and growing debt, fueled by income and wealth inequality. These approaches tend to be divorced from feminist thinking which analyzes broader distributional dynamics transmitted through structural channels and government policy responses, with an emphasis on gender, race, class and ethnicity. This volume brings together innovative thinking from heterodox macroeconomists and feminist economists to explore the causes, consequences, and ramifications of economic crises. By doing so, it highlights aspects of the economy that are frequently overlooked or ignored, such as the impact of crises on the vast amount of unpaid work which women perform relative to men. The collection of international studies assembled here takes an innovative approach to analyzing a range of issues, from the subprime mortgage crisis to the gendered effects of austerity to the role of the International Monetary Fund in governing an unstable global economy. In so doing, it looks beyond causes and consequences and points to new directions for macroeconomic and financial policy. This book was originally published as a special issue of Feminist Economics.
