With a combined population of more than 350 million people, frontier and developing Asia, which includes countries such as Vietnam, Cambodia, and Bangladesh, is located in the world’s fastest-growing region and has favorable demographics. The countries share a number of common macroeconomic, financial, and structural challenges. This book addresses issues related to economic growth and structural transformation, as well as the risk of a poverty trap and rising income inequality.

After a disappointing 2019, growth prospects in developing Asia have worsened under the impact of the current health crisis. Signs of incipient recovery near the turn of this year were quickly overthrown as COVID-19 broke out in January 2020 in the region’s largest economy and subsequently expanded into a global pandemic. Disruption to regional and global supply chains, trade, and tourism, and the continued spread of the outbreak, leave the region reeling under massive economic shocks and financial turmoil. Across Asia, the authorities are responding with policies to contain the outbreak, facilitate medical interventions, and support vulnerable businesses and households. Assuming that the outbreak is contained this year, growth is expected to recover in 2021. Especially to face down fundamental threats such as the current medical emergency, innovation is critical to growth and development. As some economies in developing Asia challenge the innovation frontier, many others lag. More and better innovation is needed in the region to sustain growth that is more inclusive and environmentally sustainable. Five key drivers of innovation are sound education, productive entrepreneurship, high-quality institutions, efficient financial systems, and dynamic cities that excite knowledge exchange. The journey to creating an innovative society takes long-term commitment and hard work.

Handbook on High-Speed Rail and Quality of Life outlines global experiences of high-speed rail development, including its construction, impacts, and planning, with a special focus on countries that are planning implementation in the coming decade. High-speed rail infrastructure can bring considerable socioeconomic benefits that cannot be captured through econometric modeling alone. Thus, analysis of the true impacts requires a scalar as well as a temporal lens. The studies in this handbook discuss transport infrastructure projects of varying geographic scale and describe the underlying complexities of developing an infrastructure system while focusing on the aspects that can enhance quality of life. The cases, concepts, and ideas presented in this handbook were discussed and refined during a conference and seminar series held at the Asian Development Bank Institute in Tokyo and special sessions on transport and quality of life at the 15th World Conference on Transport Research at the Indian Institute of Technology Bombay in Mumbai. The special sessions were jointly organized by the Asian Development Bank Institute and World Conference on Transport Research Society Special Interest Group A4, "High-Speed Rail: Policy, Investment, and Impacts". The conference and special sessions highlighted critical issues and delivered key messages on the broad research on high-speed rail and quality of life.

The productivity slowdown of the 1970s and 1980s and the resumption of productivity growth in the 1990s have provoked controversy among policymakers and researchers. In the decades following its annexation to the Indian Empire in 1852, Lower Burma (the Irrawaddy-Sittang delta region) was transformed from an underdeveloped and sparsely populated backwater of the Konbaung Empire into the world’s largest exporter of rice. This seminal and far-reaching work focuses on two major aspects of that transformation: the growth of the agrarian sector of the rice industry of Lower Burma and the history of the plural society that evolved largely in response to rapid economic expansion.
