Christian Schwarzkopf has developed a new more holistic entrepreneurial ecosystem on a national level and has analyzed as well as compared the fundamentals of innovation and entrepreneurship in Germany and the USA in order to derive the key elements for an entrepreneurial ecosystem. The described ecosystem consists of four circles and 24 elements, with the entrepreneur in the core. Surrounding essential elements, for example, are risk financing, culture or domestic markets. The author shows the differences between Germany and the USA and provides improvement proposals for nations like Germany.

Joblessness is the root cause of the global unrest threatening American security. Fostering entrepreneurship is the remedy. The combined weight of American diplomacy and military power cannot end unrest and extremism in the Middle East and other troubled regions of the world, Steven Koltai argues. Koltai says an alternative approach would work: investing in entrepreneurship and reaping the benefits of the jobs created through entrepreneurial startups. From 9/11 and the Arab Spring to the self-proclaimed Islamic caliphate, instability and terror breed where young people cannot find jobs. Koltai marshals evidence to show that joblessness—not religious or cultural conflict—is the root cause of the unrest that vexes American foreign policy and threatens international security. Drawing on Koltai’s stint as senior adviser for Entrepreneurship in Secretary Hillary Clinton’s State Department, and his thirty-year career as a successful entrepreneur and business executive, Peace through Entrepreneurship argues for the significant elevation of entrepreneurship in the service of foreign policy; not rural microfinance or mercantile trading but the scalable stuff of Silicon Valley and Sam Walton, generating the vast majority of new jobs in economies large and small. Peace through Entrepreneurship offers a nonmilitary, long-term solution at a time of disillusionment with Washington’s “big development” approach to unstable and underdeveloped parts of the world—and when the new normal is fear of terrorist attacks against Western targets, beheadings in Syria, and jihad. Extremism will not be resolved by a war on terror. The answer, Koltai shows, is stimulating entrepreneurial economic opportunities for the virtually limitless supply of desperate, unemployed young men and women leading lives of endless economic frustration.

Job creation and productivity growth are at the forefront of the global development agenda. The central challenge today for the government of Georgia is to find sources of long-term economic growth, particularly through private sector development. This study seeks to identify determinants of high-growth entrepreneurial activity. The stusy uses data from the new 2012 World Bank Entrepreneurship Survey conducted to gauge new firm growth in the formal sector in Georgia and data from World Bank Enterprise Surveys to analyze innovative activity in existing firms. It includes detailed case study analyses to complement these findings. The study finds that while a number of reforms have been undertaken to alleviate the business environment, there remain a number of constraints that inhibit the growth of entrepreneurial and innovative activity. These constraints include a major skills mismatch, insufficient research and development and ineffective industry-research linkages. While outlining broad policy directions in areas namely improving business environment, access to finance, developing skills, increasing access to markets, incentivizing greater firm level research and development, and raising awareness it lays out some priority areas that the government could embark on. The government could remove bottlenecks that impede entrepreneurialism in the general business environment and design new financial policy instruments to foster entrepreneurship and innovation. We hope that the issues discussed and the dialogue initiated during the course of this study would lend itself to policy design to foster high-growth entrepreneurship with a view to higher growth and job creation in this highly globalized world.

39 One of the main challenges facing the member states of the European Union (EU) is 40 the fundamental need to accept the strategic importance of entrepreneurship as a force 41 for regional development and economic growth. Definition of this urgent objective 42 is set in the context of the European Council in Lisbon in March 2000, where there 43 was focus on other operational goals directed to improving performance in European 44 regions in terms of different variables indicating the level of economic activity, 45 particularly employment, real convergence, economic reform, and social cohesion. 46 In 2003, the European Commission (EC) initiated the public debate around the 47 need to strengthen entrepreneurship in the European Union, through publication of 48 the “Green Paper on Entrepreneurship” in Europe which raised two fundamental 49 questions for reflection by policymakers, entrepreneurs, and individuals: (a) why 50 do so few Europeans set up their own business? and (b) why are so few European 51 businesses growing? 52 Later, in the context of the 2004 Spring European Council, the European 53 Commission launched the “Entrepreneurship Action Plan” which aimed fundamen- 54 tally to: (1) change the way society views entrepreneurs, (2) create conditions to 55 encourage more individuals to become entrepreneurs, (3) allow SMEs and entre- 56 preneurs to be more competitive and assume a more important role in determining 57 growth, (4) improve conditions for access to finance by SMEs and entrepreneurs, 58

Entrepreneurial activity is pivotal to the continued dynamism of the private sector, with the generation of new businesses fostering competition and economic growth.
