This volume includes six lectures given at the ICTAC (International Colloquium on Theoretical Aspects of Computing) School on Formal Methods for an Informal World, held on September 1-7, 2021, originally scheduled to take place in Astana but held in virtual mode due to the pandemic. The school addressed the use of formal methods at various levels of rigour in different application domains: human-computer interaction, cognitive science, business process management, robotics, and healthcare. The emphasis of the school was on practical applications in which formal methods provide unambiguous descriptions of the real world that facilitate understanding and formal and informal analysis. The target audience consists of graduate students, young researchers and industrial practitioners, from both computer science and other fields that make use of computational methods.

th FM 2009, the 16 International Symposium on Formal Methods, marked the 10th an- versary of the First World Congress on Formal Methods that was held in 1999 in Toulouse, France. We wished to celebrate this by advertising and organizing FM 2009 as the Second World Congress in the FM series, aiming to once again bring together the formal methods communities from all over the world. The statistics displayed in the table on the next page include the number of countries represented by the Programme Committee members, as well as of the authors of submitted and accepted papers. Novel this year was a special track on tools and industrial applications. Subm- sions of papers on these topics were especially encouraged, but not given any special treatment. (It was just as hard to get a special track paper accepted as any other paper.) What we did promote, however, was a discussion of how originality, contri- tion, and soundness should be judged for these papers. The following questions were used by our Programme Committee.

This volume is devoted to the 10th Anniversary Colloquium of UNU/IIST, the International Institute for Software Technology of the United Nations University, as well as to the memory of Armando Haeberer, who passed away while he was working on the preparation of this book in February 2003. This book deals with the relevance of recognition and validation of non-formal and informal learning education and training, the workplace and society. In an increasing number of countries, it is at the top of the policy and research agenda ranking among the possible ways to redress the glaring lack of relevant academic and vocational qualifications and to promote the development of competences and certification procedures which recognise different types of learning, including formal, non-formal and informal learning. The aim of the book is therefore to present and share experience, expertise and lessons in such a way that enables its effective and immediate use across the full spectrum of country contexts, whether in the developing or developed world. It examines the importance of meeting institutional and political requirements that give genuine value to the recognition of non-formal and informal learning; it shows why recognition is important and clarifies its usefulness and the role it serves in education, working life and voluntary work; it emphasises the importance of the coordination, interests, motivations, trust and acceptance by all stakeholders. The volume is also premised on an understanding of a learning society, in which all social and cultural groups, irrespective of gender, race, social class, ethnicity, mental health difficulties are entitled to quality learning throughout their lives. Overall the thrust is to see the importance of recognising non-formal and informal learning as part of the larger movement for re-directing education and training for change. This change is one that builds on an equitable society and economy and on sustainable development principles and values such as respect for others, respect for difference and diversity, exploration and dialogue.

A large percentage of workers and firms operate in the informal economy, outside the line of sight of governments in emerging market and developing economies. This may hold back the recovery in these economies from the deep recessions caused by the COVID-19 pandemic--unless governments adopt a broad set of policies to address the challenges of widespread informality. This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.
