Excerpt from Foreign Agriculture, Vol. 8: A Review of Foreign Farm Policy, Production, and Trade; March 1944 The pattern of production and foreign trade of agricultural products for the pre-war years reflects the influence of these governmental policies as well as the factor of basic resources. Wool and fruit products were the most profitable exports. Some imports of wheat were necessary despite the policy of assistance. The export of corn was erratic fluctuating with the variations in yields caused by the vagaries of weather. Excerpt from Foreign Agriculture, Vol. 2: A Review of Foreign Farm Policy, Production, and Trade; November 1938 Because it is so widely grown, wheat has been subject to more government intervention than any other crop. This study does not trace all the various stages in the development of government aid to wheat producers. It attempts only to-point out the more important measures now in force and to analyze the causes for the evolution of aid to wheat producers and the prob able effects of existing measures. Taking the world as a whole, wheat might well be called the bellwether of all agricultural products. It is almost universally grown, and probably more farmers are dependent on the profitability of wheat production than on that of any other single cr0p. Because of this widespread influence on the agricultural economy of the vari ous countries, wheat has been the subject of primary consideration in drafting agri cultural relief measures. In nearly all countries these measures have been designed to increase the price received by wheat producers. This is true of both importing and exporting countries, though naturally the methods used by these two groups of countries differ materially.
