Published on October 25, 1943, The Races of Mankind makes the argument that all the world's humans are biologically the same. Written by anthropologists Ruth Benedict and Gene Weltfish and illustrated by Ad Reinhardt, The Races of Mankind attacked Nazi party racial policies and urged mankind to see past superficial differences and live in harmony. The pamphlet was a publication of The Public Affairs Committee, a non-profit educational organization whose purpose was "to make available in summary and inexpensive form the results of research on economic and social problems to aid in the understanding and development of American policy" (Benedict and Weltfish, 1943). The idea of scientific racial equality, however, was not met with universal agreement. When the U.S. Army ordered 55,000 copies, members of Congress labeled the pamphlet "communistic" and its use by the Army was banned. Still, the scientific pamphlet's popularity grew, and by 1945 three-quarters of a million copies were in circulation (Abraham, 2012).

People who participate in debates about the causes and cures of poverty often speak from religious conviction. But those convictions are rarely made explicit or debated on their own terms. Rarely is the influence of personal religious commitment on policy decisions examined. Two of the nation's foremost scholars and policy advocates break the mold in this lively volume, the first to be published in the new Pew Forum Dialogues on Religion and Public Life. The authors bring their faith traditions, policy experience, academic expertise, and political commitments together in this moving, pointed, and informed discussion of poverty, one of our most vexing public issues. Mary Jo Bane writes of her experiences running social service agencies, work that has been informed by "Catholic social teaching, and a Catholic sensibility that is shaped every day by prayer and worship." Policy analysis, she writes, is often "indeterminate" and "inconclusive." It requires grappling with "competing values that must be balanced." It demands judgment calls, and Bane's Catholic sensibility informs the calls she makes. Drawing from various Christian traditions, Lawrence Mead's essay discusses the role of nurturing Christian virtues and personal responsibility as a means of transforming a "defeatist culture" and combating poverty. Quoting Shelley, Mead describes theologians as the "unacknowledged legislators of mankind" and argues that even nonbelievers can look to the Christian tradition as "the crucible that formed the moral values of modern politics." Bane emphasizes the social justice claims of her tradition, and Mead challenges the view of many who see economic poverty as a biblical priority that deserves "preference ahead of other social concerns." But both assert that an engagement with religious traditions is indispensable to an honest and searching debate about poverty, policy choices, and the public purposes of religion.

This book presents new translations of the earliest known studies in Social Policy. Juan-Luis Vives's De Subventione Pauperum (On the Relief of the Poor) is an academic report on the organisation of social welfare, prepared for the senate of Bruges and published in 1526. Forma Subventionis Pauperum (The government of poor relief), published in 1531, is an anonymous evaluation report. It reviews the system of poor relief in the city of Ypres, five years after the policy was introduced. These reports lay out methods and approaches for the delivery of social services within their cities. Unemployed people should be found work or helped to start a business. People with disabilities or mental illness should be treated seriously and recognised for what they can do. Migrants should be helped, even if it is not possible to assist everyone. Special efforts should be made to help people who are reluctant or too proud to claim. Services have to be properly organised, records have to be kept and the use of funds has to be publicly accountable and subject to audit. The sophistication of the arguments developed in these studies will surprise many readers. They deserve to be read by everyone with an interest in social policy or public administration.
