The prediction of China's rise is the subject of this book. The main ideas of this book are derived from Kanshokufuji, a new concept proposed by the chief editor of Prof. Nanseki, pertaining to a sound food system in a sound agro-environment. It implies that food supply and demand are non-separable in terms of location due to the importance of retaining the suitable condition of the environment and biodiversity in the region. This concept is necessary and useful for coping with environmental issues and related food safety issues. From this view point, several integrated surveys in both rural and urban areas of China were conducted by the food risk research group at the Research Institute for East Asia Environments (RIEAE), Kyushu University to reveal the current status of the environment, food, and agriculture in this country. The results of the surveys are introduced in this book, along with implications and recommendations. We hope this book be referential for policy-makers, researchers and industry personnel relating to food, agriculture and environment.

Around the world, food has probably never been as safe as it is today. However, periodic crises have aroused consumer anxiety and contributed to a general lack of confidence in the agro-industrial system. The diverse nature of these crises increases governments’ and industry difficulties in predicting and tackling them. This book addresses the relations between risk and food theoretically and empirically through case studies from Japan and China. Part I of the book examines the interaction between theoretical aspects and decision-making. The book theorizes the links between food and risk and analyses the decision-making process in light of risks and governance. The relationship between food risks, governance systems and economic decisions is assessed to explore ideas such as the "pact of nutrition" and the theory of weak signals. Part II examines case studies from China and Japan in the aftermaths of recent crises such as the milk powder scandal in China and food safety following the Fukushima nuclear accident and tsunami in Japan. This book offers a new and differentiated overview of Agri-Food Law against the background of national and global integration of markets, and compares for the first time important aspects of the agricultural, environmental and food law of China and Germany / the European Union. In addition to the basics, it discusses a wide range of issues, such as the respective legal regulatory structures for food security, food safety, geographical indications of origin, climate protection, fertilizers, plant protection products, genetic engineering, water protection, soil protection, land resources and organic farming. In addition, it addresses key environmental impacts and developments in order to create integrated value chains. The increasing fusion of upstream and downstream areas is becoming apparent from primary production, to the refinement and trade up level, and even to consumption. To feed its 1.2 billion people, China may soon have to import so much grain that this action could trigger unprecedented rises in world food prices. In Who Will Feed China: Wake-up Call for a Small Planet, Lester Brown shows that even as water becomes more scarce in a land where 80 percent of the grain crop is irrigated, as per-acre yield gains are erased by the loss of cropland to industrialization, and as food production stagnates, China still increases its population by the equivalent of a new Beijing each year. When Japan, a nation of just 125 million, began to import food, world grain markets rejoiced. But when China, a market ten times bigger, starts importing, there may not be enough grain in the world to meet that need - and food prices will rise steeply for everyone. Analysts foresaw that the recent four-year doubling of income for China's 1.2 billion consumers would increase food demand, especially for meat, eggs, and beer. But these analysts assumed that food production would rise to meet those demands. Brown shows that cropland losses are heavy in countries that are densely populated before industrialization, and that these countries quickly become net grain importers. We can see that process now in newspaper accounts from China as the government struggles with this problem.

Despite reports of food safety and quality scandals, China has a rapidly expanding organic agriculture and food sector, and there is a revolution in ecological food and ethical eating in China’s cities. This book shows how a set of social, economic, cultural, and environmental conditions have converged to shape the development of a "formal" organic sector, created by "top-down" state-developed standards and regulations, and an "informal" organic sector, created by ‘bottom-up’ grassroots struggles for safe, healthy, and sustainable food. This is generating a new civil movement focused on ecological agriculture and quality food. Organic movements and markets have typically emerged in industrialized food systems that are characterized by private land ownership, declining small farm sectors, consolidated farm to retail chains, predominance of supermarket retail, standards and laws to safeguard food safety, and an active civil society sector. The authors contrast this with the Chinese context, with its unique version of "capitalism with social characteristics," collective farmland ownership, and predominance of smallholder agriculture and emerging diverse marketing channels. China’s experience also reflects a commitment to domestic food security, evolving food safety legislation, and a civil society with limited autonomy from a semi-authoritarian state that keeps shifting the terrain of what is permitted. The book will be of great interest to advanced students and researchers of agricultural and food systems and policy, as well as rural sociology and Chinese studies.

The FDA¿s increased attention to food imports from China is an indicator of safety concerns as imported food becomes more common in the U.S. Addressing safety risks associated with these imports is difficult because of the vast array of products from China, China¿s weak enforcement of food safety standards, its heavy use of ag. chem., and environ. pollution. FDA refusals of food shipments from China suggest recurring problems with ¿filth,¿ unsafe additives, labeling, and vet. drug residues in fish and shellfish. Chinese authorities try to control food export safety by certifying exporters and the farms that supply them. However, monitoring such a wide range of products for the different hazards is a difficult challenge for Chinese and U.S. officials. Ill.
