The mission of the Family and Youth Services Bureau (FYSB) is to provide national leadership on youth issues and to assist individuals and organizations in providing effective, comprehensive services for youth in at-risk situations and their families. FYSB administers the Basic Center Program, Transitional Living Program for Homeless Youth, and Education and Prevention Grants to Reduce Sexual Abuse of Runaway, Homeless, and Street Youth Program.

This guide is intended as a supplement to The Program Manager's Guide to Evaluation. This publication is written for directors of Family and Youth Services Bureau programs and looks at issues specific to this area such as the provision of developmentally appropriate services, ways to measure outcomes through aftercare contacts and use of the Runaway and Homeless Youth Management Information System to manage data and forecast trends.
