Can values operate in a world of facts and still be more than indifferent facts themselves?

In our everyday lives we struggle with the notions of why we do what we do and the need to assign values to our actions. Somehow, it seems possible through experience and life to gain knowledge and understanding of such matters. Yet once we start delving deeper into the concepts that underwrite these domains of thought and actions, we face a philosophical disappointment. In contrast to the world of facts, values and morality seem insecure, uncomfortably situated, easily influenced by illusion or ideology. How can we apply this same objectivity and accuracy to the spheres of value and morality? In the essays included in this collection, Peter Railton shows how a fairly sober, naturalistically informed view of the world might nonetheless incorporate objective values and moral knowledge. The phenomenon of post-truth poses a problem for the public policy-oriented sciences, including policy analysis. Along with “fake news,” the post-truth denial of facts constitutes a major concern for numerous policy fields. Whereas a standard response is to call for more and better factual information, this Element shows that the effort to understand this phenomenon has to go beyond the emphasis on facts to include an understanding of the social meanings that get attached to facts in the political world of public policy. The challenge is thus seen to be as much about a politics of meaning as it is about epistemology. The analysis here supplements the examination of facts with an interpretive policy-analytic approach to gain a fuller understanding of post-truth. The importance of the interpretive perspective is illustrated by examining the policy arguments that have shaped policy controversies related to climate change and coronavirus denial.

This book focuses on two key ways to improve the literature surrounding policy analysis. Firstly, it explores the implications of new developments in policy process research, on the role of psychology in communication and the multi-centric nature of policymaking.
