An oft-cited strategy to advance economic development is to further integrate developing countries into global trade, particularly through global value chains, bolstered by the expansion of female-intensive industries to bring more women into the formal labor force. As a result, a frequent debate centers on whether the apparel industry--the most female-intensive and globally engaged manufacturing industry--can be a key player in this strategy. In recent decades, the apparel industry has shifted production to low-wage developing countries, increasing the demand for women, closing male-female wage gaps, and bringing women into the formal labor force from agriculture and informal work. But is an apparel-led export strategy sufficient to induce a broader transition from jobs women do to survive to careers promising stable employment and a sense of identity? 'From Jobs to Careers' answers this question by focusing on seven countries where apparel plays a vital role in their export baskets--Bangladesh, Cambodia, the Arab Republic of Egypt, Pakistan, Sri Lanka, Turkey, and Vietnam. It finds that the apparel industry indeed can serve as a launching pad to bring more women into the labor market. For this approach to work, however, complementary policies must tackle the barriers that hinder women's pursuit of long-term workforce participation and better-paid occupations. Key policy recommendations include increasing the participation of female production workers in export-oriented apparel manufacturing and associated industries, upgrading within manufacturing-related industries, boosting access to education, and breaking glass ceilings. The report also seeks to shift the paradigm of how we think of women in the labor force by stressing the importance of their transition from jobs to careers--the so-called 'quiet revolution.'

This book originated with a conference that we held at Pontificia Universidad Cat61ica de Chile in late 1981. When we organized the conference, our focus was to provide policymakers and entrepreneurs with a summary of the experiences and lessons of countries that have pursued policies geared to export-led growth. Companies succeed in international markets because of their competitive competence which, in large measure, is based on the level of knowledge and skill they bring to their international marketing activities. Public organizations in the export development and promotion field play a facilitating role in this process. Their mandate is to enhance the know-how of exporters and thereby assist foreign market entry, development and expansion. The interaction between these public organizations and the companies they exist to serve is the subject of this book. The book is wide-ranging and up-to-date. The work ofresearchers from 11 countries (in both the developed and developing world) is represented which means that a variety of perspectives are contained in the book. These contributions present the latest thinking on this important matter. The authors of each chapter are objective in their approach. Consequently, considerable attention is paid to the performance of the public organization support programs and activities. Each researcher comes to his/her own conclusions based on the individual work undertaken, but readers will fmd that certain common themes run through many ofthe chapters. The key objectives of the book are: 1. To provide academic researchers with a current and comprehensive treatment of the role played by public organizations in export development and promotion. 2. To expose professional readers (officials in relevant public organizations, consultants in the private sector or in international agencies) to a view of their field of interest that might be broader and more critical than normal.
