Since its independence on January 1, 1956, Sudan has been at war with itself. Through the Comprehensive Peace Agreement (CPA) of 2005, the North–South dimension of the conflict was seemingly resolved by the independence of the South on July 9, 2011. However, as a result of issues that were not resolved by the CPA, conflicts within the two countries have reignited conflict between them because of allegations of support for each other’s rebels. In Bound by Conflict: Dilemmas of the Two Sudans, Francis M. Deng and Daniel J. Deng critique the tendency to see these conflicts as separate and to seek isolated solutions for them, when, in fact, they are closely intertwined. The policy implication is that resolving conflicts within the two Sudans is critical to the prospects of achieving peace, security, and stability between them, with the potential of moving them to some form of meaningful association.

This book deals with problems frequently encoun-tered by agencies, managers, and technicians who try to implement large-scale development projects. Specifically, it focuses on the implementation problems associated with projects sponsored by the U.S. Agency for International Development (AID) and the World Bank in developing countries. Some historical background on how implementation problems became a focus of concern is presented below. Development assistance on a significant scale started with Marshall Plan aid to reconstruct Western Europe following World War II. [1] In that case, the donor (the United States) asked not to be part of the process that determined how the money was to be spent. Instead, the United States asked the West European countries to establish their own priorities for assistance (which they did after a considerable amount of inter-country negotiation).

Knowledge and rigorous evidence around the role of external development partners in situations of conflict and fragility is still lacking. There is little accountability for the billions in aid being spent in places like Afghanistan, Iraq and the Democratic Republic of Congo. This book analyses evaluation theory and practice in order to help fill this knowledge gap and advocates a realistic and rigorous approach to evaluating international engagement. Through a series of case studies, this book highlights both the promise, and potential pitfalls, of taking a more evaluative approach to understanding aid in conflict regions. These illustrate the methodological and analytical approach taken by researchers working to understand the results and effectiveness of conflict prevention and peacebuilding support. While well-grounded in current theoretical and methodological debates, the book provides valuable practical information by examining how and why different choices were made in the context of each evaluation. The book shows what future steps may be envisaged to further strengthen evaluations of support for conflict prevention and peacebuilding. The analysis draws on a wealth of perspectives and voices to provide researchers and students in development studies and conflict and peace studies as well as development evaluators with a deep and broad understanding of evaluation methods and approaches.
