The volume provides analyses and evaluations of the continuing importance of Europe’s autonomy in its access to space as a key driver in the development of European space capabilities. From a detailed historical analysis of some of the pitfalls of dependence in the space industry, experts analyse the full range of current European space capabilities and identify areas where autonomy is both possible and required, even in a situation of severe budgetary constraints. The contributions present a comprehensive overview of European efforts in a broad range of areas including energy, culture, science, and security; access to space, space applications, human spaceflight, security and space situational awareness, and strategic issues. Advanced space exploration is performed by unmanned missions with integrated autonomy in both flight and ground systems. This book discusses the Autonomy Requirements Engineering (ARE) approach, intended to help software engineers properly elicit, express, verify, and validate autonomy requirements. Moreover, a comprehensive state-of-the-art of software engineering for aerospace is presented to outline the problems handled by ARE along with a proof-of-concept case study on the ESA's BepiColombo Mission demonstrating the ARE’s ability to handle autonomy requirements.

In recent years the borders of Europe have been perceived as being besieged by a staggering refugee and migration crisis. The contributors to The Borders of "Europe" see this crisis less as an incursion into Europe by external conflicts than as the result of migrants exercising their freedom of movement. This book examines transatlantic politics through an analysis of 60 years of US-European strategic interaction in space. The significance of space politics for the study of transatlantic relations receives surprisingly little scholarly attention. As a theatre of interaction, transatlantic space politics reflects the vicissitudes of European and US power in the international system. An understanding of space politics is therefore vital in understanding the status and prospect of the transatlantic order. Using established IR theories, the author investigates transatlantic space politics and proposes a theoretical explanation, which is distinct from the conventional wisdom of the transatlantic security community. More specifically, he distinguishes between the constitutive and regulatory effects of the transatlantic security community, an approach rarely employed in other research in the field. Overall, this book suggests not only that the transatlantic institutional pillar requires repair, but also that the ideational factors need to be revitalised in order to consolidate the transatlantic alliance. This book will be of much interest to students of space power, transatlantic politics, strategic studies, foreign policy and IR/security studies in general.

Given the impact that successive court rulings have had on the organisation of the sports movement in the past 15 years, the autonomy of non-governmental sports organisations has become a highly topical concern in Europe. It is also closely related to the issue of governance, the subject of previous Council of Europe studies. The Enlarged Partial Agreement on Sport (EPAS) decided to explore the concept of autonomy in greater depth by studying the conceptual, political, legal, economic and psycho-sociological aspects of the subject. This study was carried out at the request of the EPAS by the Swiss Graduate School of Public Administration (IDHEAP) on the basis of a questionnaire sent to public authorities in charge of sport and to national and international umbrella sports organisations. In addition to an analysis of the data obtained, documents produced by public authorities and sports organisations on this emerging issue are presented. This study contributes to a better understanding of the concept of autonomy and offers a clear picture of the issues involved.
