Small and medium-sized enterprises (SMEs) are the engine of the European economy, accounting for 99.8% of total enterprises. They employ more than two thirds of the EU labour force, contribute to more than half of EU value added and have played an important role in the recovery since the financial and economic crisis. SMEs in the EU, however, face barriers and challenges that hamper their full potential for growth and job creation. For example, they suffer from a low capacity to compete and grow internationally as their small size as well as their lack of financial and human resources prevent them entering new markets. They mostly operate in sectors which do not require intense scientific knowledge or intense technology so have limited research and development capabilities. In comparison to large enterprises, they have lower turnover and value added as well as limited strategic planning and managerial skills. The inclusion of a strong SME dimension in the EU policy is therefore of particular importance. However, to fully unlock SME growth potential requires a strong horizontal policy approach that helps them surmount existing barriers. Based on desk research and structured interviews with selected Local and Regional Authorities (LRAs) this report identifies key challenges currently faced by European SMEs, analyses the evolution of EU policy initiatives since the introduction of the Small Business Act (SBA) and formulates policy recommendations to strengthen the role of LRAs and SME policy in the post-2020 period.

This book studies the economic recovery of individual European Union member states more than ten years after the beginning of the global economic crisis. In light of austerity policies and conservative government investments in many EU countries, it explores how higher growth rates can be achieved by stimulating firms and economic sectors with a high accelerator potential. This policy field is very complex as SMEs are affected by Community legislation on a host of issues. As a result, over the years, the institutions of the EU introduced a kaleidoscope of programmes targeted at SMEs to enhance their situation on the market. To examine the most important ones of these programmes, first and foremost, the promotion of SMEs will be integrated into the industrial policy of the EU: I will shed some light on the rationale for an industrial policy and the three different approaches to it. Furthermore, I will elaborate on the evolution of the industrial policy within the EU. In the second part, I will have a closer look at SMEs in Europe, how they are defined and what their role is in the European economy. After having given this background information, I will examine how the EU promotes SMEs. First of all, I will dwell on the European Charter for Small Enterprises followed by some information on the Multiannual Programme for Enterprise and Entrepreneurship. In addition, I will give some details on programmes to promote conditions conducive for entrepreneurial activity; The Entrepreneurship Action Plan and the eEurope 2005 Action Plan respectively Go Digital. Finally, I will establish a connection between the EU industrial policy and the Lisbon Strategy.
