In small plural societies, cultural differences can be exaggerated, exploited and intensified during political contests. The survival of these societies as democracies - or even at all - hangs in the balance.

In this book an attempt is made to probe more carefully the processes by which social and ethnic problems, as these pertain to Caribbean countries, Trinidad and Tobago and Guyana, are conveyed to the political arena and the mechanisms by which they determine critical outcomes. The authors of this book have accordingly distinguished between predisposing factors and what are described as triggering mechanisms. The factors that trigger dramatic changes will differ between Guyana and Trinidad and Tobago. In short, while in some respects these societies are similar, in others, there are dramatic differences in their respective histories and political developments. This study begins with a survey of the literature on race relations and their connections with politics; it then proceeds to examine the context for the insertion of the two major groups into these societies, the emergence of ethnic groups, and their relationships with political organizations. The nature and politics of the leaders are then analyzed along with the political structures with a view to identifying what factors were responsible for the differing political experiences of both countries.

Few challenges to the modern dream of democratic citizenship appear greater than the presence of severe ethnic, religious, and linguistic divisions in society. With their diverse religions and ethnic communities, the Southeast Asian countries of Malaysia, Singapore, and Indonesia have grappled with this problem since achieving independence after World War II. Each country has on occasion been torn by violence over the proper terms for accommodating pluralism. Until the Asian economic crisis of 1997, however, these nations also enjoyed one of the most sustained economic expansions the non-Western world has ever seen. This timely volume brings together fifteen leading specialists of the region to consider the impact of two generations of nation-building and market-making on pluralism and citizenship in these deeply divided Asian societies. Examining the new face of pluralism from the perspective of markets, politics, gender, and religion, the studies show that each country has developed a strikingly different response to the challenges of citizenship and diversity. Why do some ethnic parties succeed in attracting the support of their target ethnic group while others fail? In a world in which ethnic parties flourish in both established and emerging democracies alike, understanding the conditions under which such parties rise and fall is of critical importance to both political scientists and policy makers. Drawing on a study of variation in the performance of ethnic parties in India, this book builds a theory of ethnic party performance in 'patronage democracies'. Chandra shows why individual voters and political entrepreneurs in such democracies condition their strategies not on party ideologies or policy platforms, but on a headcount of co-ethnics and others across party personnel and among the electorate.
