La escasez de empleo en nuestro país es el resultado de diversos factores interdependientes entre sí y estrechamente unidos. A la crisis del trabajo y del empleo se ha sumado con fuerza la precarización laboral y el envejecimiento imparable de la población. En este marco, la política pública ha desplegado una importante actividad legislativa en los últimos años, adoptando la edad como factor determinante dentro de los ámbitos prioritarios de las distintas estrategias de empleo, con la finalidad de promocionar el trabajo de los más jóvenes, de prolongar la vida laboral de los trabajadores de edad avanzada y, más recientemente, impulsando con especial énfasis el autoempleo mediante el fomento del empleo autónomo y del emprendimiento del conjunto de la población, como medio para hacer frente a la escasez de empleo y a la expansión del trabajo precario.
