During the last decade, the financial industry has faced several financial crises. Insurance supervisors have reacted by revising the existing regulatory frameworks as well as developing and implementing new solvency models. The economic research of the challenges to the insurance industry arising from these new regulatory systems is therefore an important and contemporary task. This doctoral thesis, which comprises four research papers, seeks to gain new insights into the field of regulation and the solvency assessment of insurance companies. The first paper "The Impact of Private Equity on a Life Insurer's Capital Charges under Solvency II and the Swiss Solvency Test" is an empirical analysis of the performance of the asset class private equity regarding both its risk-return profile and its impact on an insurer's capital requirements under the Solvency II framework of the European Union as well as Switzerland's Solvency Test. We review the standard market risk models and also propose an approach for an internal model. We show that although the risk-return profile of private equity suggests a solid performance in relation to various other asset classes, the standard approaches of Solvency II and the Swiss Solvency Test overly penalize the asset class in terms of capital requirements. The following two research papers pertain to the area of solvency assessment for insurance groups. The paper "Solvency Assessment for Insurance Groups in the United States and Europe - a Comparison of Regulatory Frameworks" is an overview and comparison of three innovative group solvency frameworks: the National Association of Insurance Commissioners approach of the United States, the group structure model of Switzerland, and the Solvency II proposal on group solvency assessment. This comparison is based on the recently established criteria for a thorough group solvency approach of the International Association of Insurance Supervisors' Issues Paper.

Product risk is important to firms' enterprise risk management. This dissertation focuses on product risk in the U.S. life insurance and health insurance industries. In particular, we add new dimensions to the measurement of product risk for these industries, and we explore how these industries manage product risk in a context of other enterprise risks. In this dissertation, we identify new product risks, propose new measures, and study the management of these risks. In the life insurance industry, we identify a new type of product risk, the guarantee risk, caused by variable annuities with guaranteed living benefits (VAGLB). We propose a value-at-risk type measure inspired by the risk-based capital C3 Phase II to quantify the guarantee risk. In the health insurance industry, where the degree of uncertainty varies for different types of health insurance policies, we develop four exposure-based risk measures to capture health insurers' product risks. Then we study how life and health insurers manage product risks (and asset risks) by using capital in the context of other risks and appropriate controls. We add to the literature in the life insurance industry by examining the relationship between capital and risks when the guarantee risk is accounted for. In the health insurance industry, to our knowledge, no similar research on the relationship between capital and risks has been conducted. In view of the current topicality of health insurance, our research therefore adds a timely contribution to the understanding of health insurer risk management in an era of health care reform. Capital structure theories, transaction cost economics, and insurers' risk-taking behaviors provide the theoretical foundation for our research. As to methodology, we implement standard capital structure models for the life and health insurance industries using data from the National Association of Insurance Commissioners (NAIC) annual filings of life/health insurers and health insurers. Simultaneous equations modeling is used to model life and health insurers' enterprise risk management. And the estimation is conducted by the generalized estimation equations (GEE). We find that both U.S. life/health insurers and health insurers prudently build up capital as they experience more product risk and asset risk controlling for the other enterprise risks. We also find that life/health insurers may be using derivatives as a partial substitute for capital when managing new product risk caused by VAGLB, the guarantee risk.

Climate change affects virtually every aspect of the U.S. energy system. As climatic effects such as rising seas and extreme weather continue to appear across many geographies, U.S. energy infrastructure is increasingly at risk. The U.S. Gulf Coast--which is home to 44 percent of total U.S. oil refining capacity and several major ports--is highly vulnerable to flooding events and dangerous ocean surges during severe storms and hurricanes. The link between water availability and energy and electricity production creates another layer of risk to U.S. energy security. Climate risk could manifest not only in physical damages, but also in financial market failures. Climate change-related challenges could impede energy firms' access to capital markets or private insurance markets. Already, climate-related risks have created severe financial problems at a handful of U.S. energy firms, forcing them to interrupt their sales of energy to consumers in particular locations. Over time, climatic disruptions to domestic energy supply could entail huge economic losses and potentially require sizable domestic military mobilizations. The United States is ill prepared for this national security challenge, and public debate about emergency preparedness is virtually nonexistent. To explore the challenges of climate risk to the U.S. energy system and national security, the Council on Foreign Relations organized a two-day workshop in New York, on March 18 and 19, 2019. The gathering of fifty participants included current and former state and federal government officials and regulators, entrepreneurs, scientists, investors, financial- and corporate-sector leaders, credit agencies, insurers, nongovernmental organizations, and energy policy experts. During their deliberations, workshop participants explored how climate-related risks to U.S. energy infrastructure, financial markets, and national security could be measured, managed, and mitigated. Impact of Climate Risk on the Energy System summarizes the insights from this workshop and includes contributions from seven expert authors delving into related topics.
