This report follows an earlier AASHTO report for the National Surface Transportation Policy and Revenue Study Commission (the Commission) entitled State DOT Performance Management Programs: Select Examples, published in June 2007. It examined performance-based surface transportation program approaches currently being implemented at some of the state DOTs around the country. Building on that primer, this report describes the basic principles involved in applying performance measurement to the state budgeting and program delivery process, and profiles how 11 states have applied these principles to improve performance and accountability.

This report identifies specific intermodal performance measures developed by 15 State departments of transportation. The performance measures are classified by goals and analyzed by frequency of use. The report discusses the role of performance measures in the transportation planning process and their relationship to intermodal management systems. The report also summarizes the major research reports related to the topic of performance measures.

This report describes the transportation planning process and discusses where and how environmental factors can be addressed effectively at the state and metropolitan levels. This report should be especially useful to federal, state department of transportation (DOT), metropolitan planning organization (MPO), and local transportation planners, as well as other practitioners concerned with addressing environmental factors within transportation systems planning, priority programming, and project development planning leading to implementation. The research focused on environmental issues within the long-range transportation planning processes of state DOTs and MPOs and included the following: (1) a comprehensive review of recent literature; (2) a survey of approaches employed by state DOTs, MPOs, and environmental regulatory agencies; (3) a review of federal regulations and guidance on environmental factors; and (4) case studies to synthesize current practice in environmental planning.

A study trip to USA and Canada was undertaken in October 2000 with support from the German Marshall Fund. The purpose of the trip was to learn about performance planning and performance indicators in the area of transportation and environment. The report describe findings from the trip in the following areas: how performance planning for transportation and environment is conducted in the US and Canada at federal, state and municipal level; to what extent performance planning serve as an instrument to integrate environmental and sustainability goals in transportation policy; which specific indicators are used to measure the environmental sustainability of transportation systems and policies in the two North American countries.
