The United Nations estimates that more than 2 billion people in over 40 countries are negatively affected by water shortages. Increasing demand for water has been identified as one of four major factors that will threaten human and ecological health over the next generation. As public health, development, economy and nature suffer, ensuring access to clean water is rising towards the top of government agendas. Water resources management is the aggregate of policies and activities used to provide clean water to meet human needs across sectors and jurisdictions and to sustain the water-related ecological systems upon which we depend. Knowledge that is crucial for water management is distributed across governments, non-governmental organizations and the water users themselves. In most circumstances, water management aims to address the interests of and integrate usage across hydrologically meaningful units, such as watersheds. Some management aspects, however, such as transboundary flows across multiple basins and inter-basin water transfers via channels or virtual water, may necessitate a broader geographical scope. Public participation aims actively to increase attention to and inclusion of the interests of those who are usually marginalized, e.g. politically disenfranchised minorities or poor people indirectly affected by water management. In this book, the authors identify successful mechanisms, approaches and practices for promoting public involvement in water resources management, including both conventional approaches and those based on information technology.

"Social participation in water management and governance recently became a reality in many economies and societies. Yet the dimensions in which power regulation, social equity and democracy-building are connected with participation have been only tangentially analyzed for the water sector. Understanding the growing interest in social participation involves appreciating the specificity of the contemporary period within its historic and geographic contexts as well as uncovering larger political, economic and cultural trends of recent decades which frame participatory actions. Within a wide variety of cases presented from around the world, the reader will find critical analyses of participation and an array of political ecological processes that influence water governance. Sixteen chapters from a diverse group of scholars and practitioners examine water rights definition, hydropower dam construction, urban river renewal, irrigation organizations, water development NGOs, river basin management, water policy implementation and judicial decision-making in water conflicts. The litany of alarming observations about water use and misuse is now familiar—over a billion people without access to safe drinking water; almost every major river dammed and diverted; increasing conflicts over the delivery of water in urban areas; continuing threats to water quality from agricultural inputs and industrial wastes; and the increasing variability of climate, including threats of severe droughts and flooding across locales and regions. These issues present tremendous challenges for water governance. This book focuses on three major concepts and approaches that have gained currency in policy and governance circles, both globally and regionally—scarcity and crisis, marketization and privatization, and participation. It provides a historical and contextual overview of each of these ideas as they have emerged in global and regional policy and governance circles and pairs these with in-depth case studies that examine manifestations and contestations of water governance internationally. The book interrogates ideas of water crisis and scarcity in the context of bio-physical, political, social and environmental landscapes to better understand how ideas and practices linked to scarcity and crisis take hold, and become entrenched in policy and practice. The book also investigates ideas of marketization and privatization, increasingly prominent features of water governance throughout the global South, with particular attention to the varied implementation and effects of these governance practices. The final section of the volume analyzes participatory water governance, querying the disconnects between global discourses and local realities, particularly as they intersect with the other themes of interest to the volume.
