Improving the efficiency of water utilities and reducing water losses are becoming top priorities in Asia, with its often-limited water resources and rapidly increasing urban population. This publication provides an up-to-date introduction to the subject matter, highlights the complexity of managing non-revenue water (NRW), offers guidance on NRW assessment, and recommends appropriate performance indicators. It is, to a large extent, based on the work of the Water Loss Specialist Group of the International Water Association in the last decade, and is amply complemented by the authors' practical experiences in Asia and in other countries around the world.

Universal access to safe, reliable energy is a necessary condition for providing the poor with safe water and sanitation, for maintaining adequate standards of living, and for achieving any of the Millennium Development Goals. The Asian Development Bank recognizes the importance of electricity and water access for the poor and has committed to providing such access by establishing the Energy for All and Water for All initiatives. While broad efforts aimed at regulatory reform and increasing energy and water access may be helpful, targeted interventions, measures, and approaches are often needed to ensure that the poor benefit from these efforts. This publication identifies specific infrastructure and utility service reform measures that can be taken to advance the interests of the poor.

Effective water and wastewater utility mgmt. can help utilities respond to both current and future challenges. Based on these challenges, the EPA and 6 nat. water and wastewater assoc. signed an historic agreement in 2007 to jointly promote effective utility mgmt. based on the ¿Ten Attributes of Effectively Managed Water Sector Utilities¿ and 5 ¿Keys to Management Success.¿ This Primer is an outgrowth of that agreement and distills the experience of a group of leaders in water and wastewater utility mgmt. into a framework intended to help utility managers identify and address their most pressing needs through a customized, incremental approach that is relevant to the day-to-day challenges utilities face. The public water supply, urban wastewater and urban waste management services are essential to the well-being of citizens, public health and economic activities. These are generally provided under natural or legal monopoly, so there is no incentive for utilities to search for greater efficiency and effectiveness and as such there is an increasing prevalence of such risks for users. For these reasons, society can significantly benefit from the existence of regulatory intervention capable of introducing greater balance in the relationship between utilities and their users. The Regulation of Water and Waste Services: An Integrated Approach (Rita-Ersar) presents a practical integrated regulatory approach to these water and waste services. This approach is called the ARIT-ERSAR model and it is capable of contributing to the promotion of access by citizens to these services that is tending towards the universal. These services are provided with suitable quality by utilities at socially acceptable prices and with an acceptable level of risk. This approach consists of a regulation model with two major areas of intervention: structural regulation of the sector and regulation of the performance of the utilities. The components of structural regulation are contributions to organisation, legislation, information and sectoral capacity building. The performance regulation of utilities consists of legal and contractual regulation, economic regulation, quality of service regulation, drinking water quality regulation and user interface regulation.
