Report objectives: (1) Assess the proposed ignition & non-ignitionÓ high energy density experimental physics programs at the NIF; Assess the program's executability, particularly with respect to the avail. of NIF & supporting technol.; (2) Assess the overall balance & priority of activities within the proposed plan & the degree to which the proposed program of NIF experiments supports the near- & long-term goals of stockpile stewardship; (3) Assess the extent to which the major stakeholders in NIF are effectively integrated into the plan. The NIF capability to produce thermodynamic burn will provide the understanding of the most important remaining question in weapons physics, & important questions in other sciences.

The DSB Task Force was asked to: ̂ Assess the proposed ignition and "non-ignition" high energy density experimental physics programs at the National Ignition Facility (NIF). ̂ Assess the program's executabitity, particularly with respect to the availability of NIF and supporting technologies. ̂ Assess the overall balance and priority of activities within the proposed plan and the degree to which the proposed program of NIF experiments supports the near- and long-term goats of stockpile stewardship. ̂ Assess the extent to which the major stakeholders in NIF are effectively integrated into the plan The National Ignition Facility and planned programs of high energy density work build on a 30-year program expanding understanding of astrophysics, weapons physics, and other scientific areas of interest. The NIF adds new regimes in pressure, temperature, and density that will, given success in achieving ignition, provide visibility into the physical phenomena at the heart of nuclear explosions, astrophysics, and other very high energy density plasmas. Hence the NIF capability to produce thermonuclear burn will provide the much-needed understanding of the most important remaining question in weapons physics.

These rules apply to all National Ignition Facility (NIF) workers (workers), which include Lawrence Livermore National Laboratory (LLNL) employees, non-LLNL employees (including contract labor, supplemental labor, vendors, personnel matrixed/assigned from other national laboratories, participating guests, visitors and students) and contractors/subcontractors. The General Rules and NIF Code of Safe Practices shall be used by management to promote the prevention of incidents through indoctrination, safety and health training, and on-the-job application. As a condition for contract award, all employers shall conduct an orientation for all newly hired and rehired employees before those workers will be permitted to start work in this facility. This orientation shall include a discussion of the following information. The General Rules and NIF Code of Safe Practices must be posted at a conspicuous location at the job site office or be provided to each supervisory worker who shall have it readily available. Copies of the General Rules and NIF Code of Safe Practices can also be included in employee safety pamphlets. The Environmental, Safety, and Health (ES & H) rules at the NIF Project site are based upon compliance with the most stringent of Department of Energy (DOE), LLNL, Federal Occupational Safety and Health Administration (OSHA), California (Cal)/OSHA, and federal and state environmental requirements.

The General Rules-Code of Safe Practices shall be used by management to promote accident prevention through indoctrination, safety and health training and on-the-job application. As a condition for contracts award, all contractors and subcontractors and their employees must certify on Form S and H A-l that they have read and understand, or have been briefed and understand, the National Ignition Facility OCIP Project General Rules-Code of Safe Practices. (An interpreter must brief those employees who do not speak or read English fluently.) In addition, all contractors and subcontractors shall adopt a written General Rules-Code of Safe Practices that relates to their operations. The General Rules-Code of Safe Practices must be posted at a conspicuous location at the job site office or be provided to each supervisory employee who shall have it readily available. Copies of the General Rules-Code of Safe Practices can also be included in employee safety pamphlets.
