A lo largo de la pasada década la proporción de las crisis humanitarias ha aumentado súbitamente. También se ha hecho evidente que la asistencia humanitaria, en el contexto de un mundo que cambia de forma rápida, ha de ser planificada, organizada e implementada desde una base profesional. Desde comienzos de los 90’s, tanto las organizaciones internacionales como las no-gubernamentales han inspirado programas que pretendían garantizar el profesionalismo en la ayuda humanitaria, y esto es esencial para asegurar el beneficio de las víctimas. La Red de Ayuda Humanitaria (NOHA) fue organizada en 1993 como una contribución para un nueva y original concepción de alto nivel educativo en la ayuda humanitaria. Su programa tiene un acercamiento multidisciplinar con el fin de favorecer la interdisciplinariedad en las clases y en la investigación. Son cinco las areas principales que se enseñan en la segunda parte del año académico y que corresponden a la serie Libro Azul, a la que se denomina habitualmente «Libros de Módulo». Estos libros de módulo se utilizan en toda la red y contienen el material básico de la enseñanza del segundo período. La primera edición se publicó en 1994. Esta segunda edición ha sido revisada de manera significativa, puesta al día y, en algunas partes, completamente reescrita como resultado de la experiencia docente en los tres primeros años del NOHA. Los volúmenes de la segunda edición son los siguientes: Volumen 1: Derecho Internacional y Ayuda Humanitaria Volumen 2: Gestión y Ayuda Humanitaria Volumen 3: Geopolítica y Ayuda Humanitaria Volumen 4: Antropología y Ayuda Humanitaria Volumen 5: Medicina, Salud Pública y Ayuda Humanitaria Además de los cinco módulos básicos de la segunda edición, se han publicado dos nuevos módulos: Volumen 6: Geografía y Ayuda Humanitaria Volumen 7: Psicología y Ayuda Humanitaria

This book is a systematic commentary on half a century of case law on the Convention system made by a group of legal experts from various universities and legal disciplines. It provides a guide of the rights protected under ECHR as well as a better understanding, open to supranational scenarios, of fundamental rights in the respective Constitutions. Our intention is not only to make available a mere case law commentary. This work indeed offers succinct information on the most consolidated lines of case law and this is probably where it is most useful. Nevertheless there is also academic reflection, which we believe is nowadays essential as Europe is becoming more than a continent: it is, above all, a civilisation, with a common language of rights, a developing ius commune.
