Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Unless action is taken now to make agriculture more sustainable, productive and resilient, climate change impacts will seriously compromise food production in countries and regions that are already highly food-insecure. The Paris Agreement, adopted in December 2015, represents a new beginning in the global effort to stabilize the climate before it is too late. It recognizes the importance of food security in the international response to climate change, as reflected by many countries prominent focus on the agriculture sector in their planned contributions to adaptation and mitigation. To help put those plans into action, this report identifies strategies, financing opportunities, and data and information needs. This book examines 22 countries across four continents, including both developed and developing economies. Agriculture and grazing are a central sector in the livelihood of many people, particularly in developing countries. This book uses the Ricardian method to examine the impact of climate change on agriculture. It also quantifies how farmers adapt to climate. The findings suggest that agriculture in developing countries is more sensitive to climate than agriculture in developed countries. Rain-fed cropland is generally more sensitive to warming than irrigated cropland and cropland is more sensitive than livestock. The adaptation to climate change results reveal that farmers make many adjustments including switching crops and livestock species, adopting irrigation, and moving between livestock and crops. The results also reveal that impacts and adaptations vary a great deal across landscapes, suggesting that adaptation policies must be location specific. In the coming decades the world will need to more than double its food and feed production, almost all of the increase being needed in developing countries. This has socioeconomic and biophysical implications. Traditional component and commodity research addresses overly narrow issues at too small a scale. Rural development needs an eco-regional approach that integrates biophysical and socioeconomic work on cropping systems, livestock, the environment, and natural resources. This book contains the papers, response papers and discussion report of a five-day seminar on eco-regional approaches. It assesses the state of the art of systems approaches applied to eco-regional problems, presenting and discussing a number of case studies. Future research needs are discussed, as well as ways to improve collaboration between research institutes. The seminar on which the book is based was organised on behalf of the Directorate General for International Cooperation of the Netherlands Ministry of Foreign Affairs by the Research Institute for Agrobiology and Soil Fertility (AB-DLO), the Wageningen Agricultural University (WAU), and the International Potato Centre (CIP). It was held at the International Service for National Agricultural Research (ISNAR), and was attended by participants from all CGIAR centres, among others.

The Philippine economy has grown rapidly since 2010, but despite this growth, poverty and inequality remain high. Two-thirds of the poor live in rural areas, and the weak performance of the agriculture sector has contributed to the slow improvement in livelihoods. The challenge for agriculture will further increase, with climate change posing a growing threat to the sector. But agricultural transformation to spur sustained growth and reduce poverty is still possible under climate change with aggressive institutional reforms and implementation of the right mix of policies and programmes.
