The Trans-Pacific Partnership (TPP) is a big deal in the making. With the Doha Round of multilateral trade negotiations at an impasse, the TPP negotiations have taken center stage as the most significant trade initiative of the 21st century. As of December 2012, negotiators have made extensive progress in 15 negotiating rounds since the talks began in March 2010, though hard work remains to finish the deal in the coming year or so. Despite this effort, however, the TPP is not well understood. In part, the reason lies in the dynamism of the TPP initiative. Unlike other free trade pacts, the growing membership as the talks have proceeded and the broad range, complexity, and novelty of the issues on the agenda have made it difficult to track the substantive detail and progress of the talks. This Policy Analysis aims to remedy this problem by providing a reader's guide to the TPP initiative. It first assesses how much the TPP countries are alike and like-minded in their pursuit of a comprehensive trade deal. It then examines the current status of the talks, the major substantive sticking points, and the implications of Canada and Mexico joining the talks as well as prospective membership of other countries. The Policy Analysis then looks ahead to how the TPP could advance economic integration in the Asia-Pacific region and the implications for trade relations with China.

The United States and 11 other countries from both sides of the Pacific are currently negotiating the Trans-Pacific Partnership (TPP). The agreement is expected to set new benchmark for international trade through its comprehensive coverage of issues and binding regulations. It is expected to eventually mature into a regional trade agreement covering the entire Asia-Pacific. As of now, it does not include China and India, the two largest emerging markets and regional economies. The TPP has generated controversy for its excessive emphasis on trade issues, which have remained unresolved or unaddressed at the WTO due to differences between developed and emerging markets. It has also been criticized for adopting a negotiating style reflecting the US regulatory approach to international trade and also as a geo-political strategy of the US for supporting its strategic rebalancing towards Asia. From both economic and geo-political perspectives, the TPP has various significant implications for China and India that are examined in the book. This book sheds light on how China and India's entries in the TPP are mutually beneficial and how both countries can gain from the TPP by gaining preferential access to large markets and using it as an opportunity for introducing more outward-oriented reforms. The book also cautions that US must reconcile to the rebalancing of economic power within the grouping that will occur following the entries of China and India. Otherwise, the TPP and China and India might walk divergent paths and trade and regional integration in Asia-Pacific may not ever converge. The United States is considering two comprehensive and high-standard mega-regional free trade agreements: the recently concluded Trans-Pacific Partnership (TPP) among the United States and 11 other countries, and the U.S.-European Transatlantic Trade and Investment Partnership (TTIP), still under negotiation. The 12 TPP countries signed the agreement in February 2016, but the agreement must be ratified by each country before it can enter into force. In the United States this requires implementing legislation by Congress. For Members of Congress and others, international trade and trade agreements offer the prospect of improving national economic welfare, while also raising questions about the potential cost to the economy. Congress plays an important role in shaping and considering legislation to implement U.S. trade agreements. Discussions of trade and trade agreements often focus on a number of issues, including the role that trade plays in the U.S. economy, the impact of trade agreements on employment gains and losses, and the size of the U.S. trade deficit.
