This book examines world politics through the lens of diplomatic practice. It argues that many global phenomena of our time, from the making of international law to the constitution of international public power, through humanitarianism and the maintenance of global hierarchies, are made possible and shaped by evolving forms of diplomacy. The study of diplomacy is largely dominated by firsthand accounts and historical treaties, with little effort at theoretical discussion. This book shows how diplomatic studies can benefit from more explicit theorizing, and argues that the study of world politics should pay more attention to what goes on in the diplomatic 'engine room' of international politics.

This book examines the establishment of international hierarchies in multilateral diplomacy. Vincent Pouliot observes that in any multilateral setting, some state representatives weigh much more heavily than others, and argues that the practice of diplomacy is structured by a largely unspoken hierarchy of standing, which practitioners refer to as the 'pecking order'.

2020 Choice Outstanding Academic TitleAs deputy to the U.S. ambassador in Rwanda, Joyce E. Leader witnessed the tumultuous prelude to genocide--a period of political wrangling, human rights abuses, and many levels of ominous, ever-escalating violence. From Hope to Horror offers her insider's account of the nation's efforts to move toward democracy and peace and analyzes the challenges of conducting diplomacy in settings prone to--or engaged in--armed conflict.' ' ' ' ' ' ' ' ' ' ' ' ' 'Leader traces the three-way struggle for control among Rwanda's ethnic and regional factions. Each sought to shape democratization and peacemaking to its own advantage. The United States, hoping to encourage a peaceful transition, midwifed negotiations toward an accord. The result: a revolutionary blueprint for political and military power-sharing among Rwanda's competing factions that met categorical rejection by the "losers" and a downward spiral into mass atrocities. Drawing on the Rwandan experience, Leader proposes ways diplomacy can more effectively avert the escalation of violence by identifying the unintended consequences of policies and emphasizing conflict prevention over crisis response.Compelling and expert, From Hope to Horror fills in the forgotten history of the diplomats who tried but failed to prevent a human rights catastrophe.

"While diplomacy is a well-established topic for study, global governance is a relatively new arrival to the conceptual landscape of international relations. At first glance the two exist in separate worlds with little or no engagement between scholars of one or the other. At the most fundamental level, the absence of dialogue between diplomacy and governance derives from contrasting understandings of the nature of contemporary world politics, including the nature of globalization and the role of the state in the twenty-first century. Examining the relationship between these two concepts for the first time in a comprehensive manner, this book contains rich theoretical and case study analyses by noted academics and diplomatic practitioners."--Back cover.
