My first introduction to the lower Medjerda Valley was in 1976 byWerner Kiene, then director of economic development programs in NorthAfrica for the Ford Foundation, and by professors Ali Ben Zaid Salmi andMonee£ Ben Said, codirectors of the Department of Rural Social Sciences atthe National Agronomy Institute of Tunisia (INA TI. The region ofMedjerdaturned out to be an ideal fieldsite, and I am grateful to the team at INAT forintroducing me to the region. My fieldwork in the late 1970s was supportedby two sources: A Fulbright Hays Research Fellowship and an InternationalDoctoral Research Fellowship provided jointly by the Social Science ResearchCouncil (SSRC) and the American Council for Learned Societies. Subsequenttravel grants from the Center for Middle Eastern Studies at the Universityof California, Berkeley, and California State University Faculty ResearchGrants also were instrumental to this study. Without the financial supportof these organizations, this research could riot have been conducted.

Claims over women's liberation vocalized by Tunisia's first president, Habib Bourguiba began with legal reforms related to family law in 1956. In this book, Amy Aisen Kallander uses this political appropriation of women's rights to look at the importance of women to post-colonial state-building projects in Tunisia and how this relates to other state-feminist projects across the Middle East and during the Cold War. Here we see how the notion of modern womanhood was central to a range of issues from economic development (via family planning) to intellectual life and the growth of Tunisian academia. Looking at political discourse, the women's press, fashion, and ideas about love, the book traces how this concept was reformulated by women through transnational feminist organizing and in the press in ways that proposed alternatives to the dominant constructions of state feminism.

The authors take an in-depth look at the impact of economic reform upon women's groups, human rights organizations, social-welfare non-governmental organizations, unions, and business associations. They challenge the prevailing assumption that economic reform will automatically lead to greater democratization.

The demographically modest, but strategically significant, country of Tunisia has experienced profound and revolutionary change in the almost two decades since the publication of the previous edition of this volume (1997). Most dramatically, a populist uprising in 2011 ousted the entrenched dictatorship whose two heads had successively presided over the country since independence from France in 1956. As Tunisians celebrated this achievement, they inspired similar movements elsewhere in the Middle East and North Africa, giving rise to an “Arab Spring” that held out hope for the introduction of transformational innovations in democratic concepts and institutions across the region. Sadly, however, powerful forces of the status quo thwarted these efforts in country after country. But in Tunisia itself, a more hopeful scenario unfolded. In the fall of 2011, elections to a constituent assembly that international observers characterized as free and fair, gave the major Islamic party a plurality of the votes and set Tunisia on a course of participatory democracy.
