This publication aims to assist States in identifying the responsibilities of those involved in nuclear security so that suitable regulations, agreements and associated administrative measures may be developed for establishing and sustaining an effective nuclear security regime. The publication is structured to provide an overview of the most important aspects to be covered by a State's legislative and regulatory framework for governing nuclear security. States may therefore use this publication to undertake a gap analysis of their legislative and regulatory framework for nuclear security in order to take actions to update their framework as necessary.

This handbook is a practical aid to legislative drafting that brings together, for the first time, model texts of provisions covering all aspects of nuclear law in a consolidated form. Organized along the same lines as the Handbook on Nuclear Law, published by the IAEA in 2003, and containing updated material on new legal developments, this publication represents an important companion resource for the development of new or revised nuclear legislation, as well as for instruction in the fundamentals of nuclear law. Nuclear security culture is an important component of an effective nuclear security regime, as it serves as a tool to improve the performance of the human component at nuclear facilities and organizations to counter both insider and outsider threats. Security culture connotes not only the technical proficiency of the people but also their awareness of security risks and motivation to follow established procedures, comply with regulations and take the initiative when unforeseen circumstances arise. A workforce made up of individuals who are vigilant, who question irregularities, execute their work diligently and exhibit high standards of personal and collective behaviour is able to achieve effective nuclear security. Building upon this understanding of the importance of a strong nuclear security culture, this publication provides practical guidance on how to implement a systematic nuclear security culture enhancement programme.

It covers the design phase and provides input for the safe operation of the power plant. It elaborates on the safety objective, safety principles and concepts that provide the basis for deriving the safety requirements that must be met for the design of a nuclear power plant.
