Although ability testing has been an American preoccupation since the 1920s, comparatively little systematic attention has been paid to understanding and measuring the kinds of human performance that tests are commonly used to predictâ€"such as success at school or work. Now, a sustained, large-scale effort has been made to develop measures that are very close to actual performance on the job. The four military services have carried out an ambitious study, called the Joint-Service Job Performance Measurement/Enlistment Standards (JPM) Project, that brings new sophistication to the measurement of performance in work settings. Volume 1 analyzes the JPM experience in the context of human resource management policy in the military. Beginning with a historical overview of the criterion problem, it looks closely at substantive and methodological issues in criterion research suggested by the project: the development of performance measures; sampling, logistical, and standardization problems; evaluating the reliability and content representativeness of performance measures; and the relationship between predictor scores and performance measuresâ€"valuable information that can also be useful in the civilian workplace.

In 1997, Congress, in the conference report, H.R. 105-271, to the FY1998 Energy and Water Development Appropriation Bill, directed the National Research Council (NRC) to carry out a series of assessments of project management at the Department of Energy (DOE). The final report in that series noted that DOE lacked an objective set of measures for assessing project management quality. The department set up a committee to develop performance measures and benchmarking procedures and asked the NRC for assistance in this effort. This report presents information and guidance for use as a first step toward development of a viable methodology to suit DOE's needs. It provides a number of possible performance measures, an analysis of the benchmarking process, and a description ways to implement the measures and benchmarking process.

The Global Nuclear Detection Architecture (GNDA) is described as a worldwide network of sensors, telecommunications, and personnel, with the supporting information exchanges, programs, and protocols that serve to detect, analyze, and report on nuclear and radiological materials that are out of regulatory control. The Domestic Nuclear Detection Office (DNDO), an office within the Department of Homeland Security (DHS), coordinates the development of the GNDA with its federal partners. Performance Metrics for the Global Nuclear Detection Architecture considers how to develop performance measures and quantitative metrics that can be used to evaluate the overall effectiveness and report on progress toward meeting the goals of the GNDA. According to this report, two critical components are needed to evaluate the effectiveness of the GNDA: a new strategic plan with outcome-based metrics and an analysis framework to enable assessment of outcome-based metrics. The GNDA is a complex system of systems meant to deter and detect attempts to unlawfully transport radiological or nuclear material. The recommendations of Performance Metrics for the Performance Metrics for the Global Nuclear Detection Architecture may be used to improve the GNDA strategic plan and the reporting of progress toward meeting its goals during subsequent review cycles.
