Wisconsin has constructed many environmental mitigation projects in conjunction with transportation projects that have been implemented according to the National Environmental Policy Act. Other mitigation projects have been constructed pursuant to discussions and negotiations with Wisconsin DNR. These projects offset or replace a certain environmental function(s) lost as a result of construction of the transportation project. Examples include storm water management facilities, wetland replacement projects, stream restoration projects, reforestation projects, construction of sound walls, replacement of parklands and wildlife crossing structures. In order for the environmental mitigation projects to continue to provide long term functionality intended when they were first constructed, they must be properly maintained, and when necessary, rehabilitated or reconstructed. These environmental mitigation projects may be considered as assets similar to other transportation features. Wisconsin Department of Transportation (WisDOT) has identified the need for better understanding the costs of selected features in the overall scheme of project development and ongoing maintenance.

Artificial intelligence (AI) has grown in presence in asset management and has revolutionized the sector in many ways. It has improved portfolio management, trading, and risk management practices by increasing efficiency, accuracy, and compliance. In particular, AI techniques help construct portfolios based on more accurate risk and return forecasts and more complex constraints. Trading algorithms use AI to devise novel trading signals and execute trades with lower transaction costs. AI also improves risk modeling and forecasting by generating insights from new data sources. Finally, robo-advisors owe a large part of their success to AI techniques. Yet the use of AI can also create new risks and challenges, such as those resulting from model opacity, complexity, and reliance on data integrity.

Despite some successes, many problems remain unsolved and new ones are emerging. Increasing population and related pressures, combined with a realization of the interconnectedness and complexity of environmental systems, present new challenges to policymakers and regulators. Scientific research has played, and will continue to play, an essential part in solving environmental problems. Decisions based on incorrect or incomplete understanding of environmental systems will not achieve the greatest reduction of risk at the lowest cost. This volume describes a framework for acquiring the knowledge needed both to solve current recognized problems and to be prepared for the kinds of problems likely to emerge in the future. Many case examples are included to illustrate why some environmental control strategies have succeeded where others have fallen short and how we can do better in the future.
