Availability of labor is a crucial factor in firm decisions to locate or expansion in a community. This study details a process for describing available labor based on the range of the labor shed and the employment field using US Census data on county-to-county community flow. Analysis indicates that there is correlation between labor shed commute and the level of remoteness and ratio of nonfarm employment in a community but that those are not statistically significant predictors of regional community behavior. The conclusion is that converting county-to-county commuter flows to a drive time categorization provides communities with a richer understanding of their labor force and can be used to influence the site selection process.

The United States is in the midst of a major demographic shift. In the coming decades, people aged 65 and over will make up an increasingly large percentage of the population: The ratio of people aged 65+ to people aged 20-64 will rise by 80%.
