The National Academies' National Research Council undertook this study in response to a request from the Under Secretary of Energy to provide strategic advice on how the Department of Energy could improve its Environmental Quality R&D portfolio. The committee recommends that DOE develop strategic goals and objectives for its EQ business line that explicitly incorporate a more comprehensive, long-term view of its EQ responsibilities. For example, these goals and objectives should emphasize long-term stewardship and the importance of limiting contamination and materials management problems, including the generation of wastes and contaminated media, in ongoing and future DOE operations.

In legislation appropriating funds for DOE's fiscal year (FY) 2000 energy R&D budget, the House Interior Appropriations Subcommittee directed an evaluation of the benefits that have accrued to the nation from the R&D conducted since 1978 in DOE's energy efficiency and fossil energy programs. In response to the congressional charge, the National Research Council formed the Committee on Benefits of DOE R&D on Energy Efficiency and Fossil Energy. From its inception, DOE's energy R&D program has been the subject of many outside evaluations. The present evaluation asks whether the benefits of the program have justified the considerable expenditure of public funds since DOE's formation in 1977, and, unlike earlier evaluations, it takes a comprehensive look at the actual outcomes of DOE's research over two decades.

This report examines the role of rare earth metals and other materials in the clean energy economy. It was prepared by the U.S. Department of Energy (DoE) based on data collected and research performed during 2010. In the report, DoE describes plans to: (1) develop its first integrated research agenda addressing critical materials, building on three technical workshops convened by the DoE during November and December 2010; (2) strengthen its capacity for information-gathering on this topic; and (3) work closely with international partners, including Japan and Europe, to reduce vulnerability to supply disruptions and address critical material needs.
