China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

The authors of this book contend that the civil service system, which was devised to create a uniform process for recruiting high-quality workers to government, is no longer uniform or a system. Nor does it help government find and retain the workers it needs to build a government that works. The current civil service system was designed for a government in which federal agencies directly delivered most public services. But over the last generation, privatization and devolution have increased the number and importance of government's partnerships with private companies, nonprofit organizations, and state and local governments. Government workers today spend much of their time managing these partnerships, not delivering services, and this trend will only accelerate in the future. The authors contend that the current system poorly develops government workers who can effectively manage these partnerships, resulting too often in a gap between promise and performance. This volume will help the reader understand fundamental strengths and weaknesses in America's military forces, thereby leading to a comprehension of what genuine military reform is, and is not, and what remains to be done. Ideas will be presented to compare genuine reform to cosmetic dabbling, which fundamentally improves nothing and which sometimes arrives as ill-conceived fads that promise only to burden US combat forces to the point of mental and physical immobility. The work will trace the history of various attempts to impose military reform on American armed forces, especially from Congress, starting during the American Revolution and Continental Congress up through the present day. Particular focus will be placed on the effort of a small group in Congress and the Pentagon in the 1980s (who coined the term military reform in the modern context). Emphasis will be on the reforms these actors advocated, variously successful and unsuccessful, to fundamentally alter how the Department of Defense designs and buys hardware and how our armed forces fight. The book will use Operations Desert Storm and Iraqi Freedom (and the subsequent insurgency in Iraq) to demonstrate what has been reformed in US armed forces and the Department of Defense, and what has not.
