This book assesses the nation's future needs for biomedical and behavioral scientists and the role the National Research Service Awards (NRSA) program can play in meeting those needs. The year 1994 marks the twentieth anniversary of the National Research Act of 1974 (PL 93-348), which established the NRSA program. In its twenty years of operation, the NRSA program has made it possible for many thousands of talented individuals in the basic biomedical, behavioral, and clinical sciences to sharpen their research skills and to apply those skills to topics of special concern to the nation, such as aging, hypertension, the genetic basis of disease, acquired immune deficiency syndrome (AIDS), cancer, environmental toxicology, nutrition and health, and substance abuse.

"Reliability of transport, especially the ability to reach a destination within a certain amount of time, is a regular concern of travelers and shippers. The definition of reliability used in this research is how travel time varies over time. The variability can apply to the travel times observed over a road segment during a specific time slice (e.g., 3 to 6 p.m.) over a fairly long period of time, say a year. The variability can also pertain to the travel times of repeated trips made by a person or a truck between a given origin and destination. Agencies are increasingly aware of the issue of reliability, although the transportation industry as a whole as yet lacks a firm understanding of the causes and solutions to failures of reliability. This new report provides a framework within which to assess compliance with core international labor standards and succeeds in taking an enormous step toward interpreting all relevant information into one central database. At the request of the Bureau of International Labor Affairs at the U.S. Department of Labor, the National Research Council's Committee on Monitoring International Labor Standards was charged with identifying relevant and useful sources of country-level data, assessing the quality of such data, identifying innovative measures to monitor compliance, exploring the relationship between labor standards and human capital, and making recommendations on reporting procedures to monitor compliance. The result of the committee's work is in two partsâ€"this report and a database structure. Together, they offer a first step toward the goal of providing an empirical foundation to monitor compliance with core labor standards. The report provides a comprehensive review of extant data sources, with emphasis on their relevance to defined labor standards, their utility to decision makers in charge of assessing or monitoring compliance, and the cautions necessary to understand and use the quantitative information.

This textbook is an accessible overview of the broad field of organic electrochemistry, covering the fundamentals and applications of contemporary organic electrochemistry. The book begins with an introduction to the fundamental aspects of electrode electron transfer and methods for the electrochemical measurement of organic molecules. It then goes on to discuss organic electrosynthesis of molecules and macromolecules, including detailed experimental information for the electrochemical synthesis of organic compounds and conducting polymers. Later chapters highlight new methodology for organic electrochemical synthesis, for example electrolysis in ionic liquids, the application to organic electronic devices such as solar cells and LEDs, and examples of commercialized organic electrode processes.
